of ,congress ,it is the sense of        
,congress that--  7#a7 the ,religious   

,freedom ,restoration ,act of #aiic     
should not be interpreted to authorize  
an exemption from generally applicable  
law that imposes the religious views1   
habits1 or practices of one party upon  
another2  7#b7 the ,religious ,freedom  
,restoration ,act of #aiic should not be
 interpreted to authorize an exemption  
from generally applicable law that      
imposes meaningful harm1 including      
dignitary harm1 on a third party2 and   
7#c7 the ,religious ,freedom            
,restoration ,act of #aiic should not be
 interpreted to authorize an exemption  
for one party that permits              
discrimination against others1 including
 persons who do not belong to the       
religion or adhere to the beliefs of
