  ,to require the ,federal              
,communications ,commission to make     
amendments to the ,e-rate program of the
 ,commission1 and for other purposes4   
#a4 ,short title ,this ,act may be cited
 as the ,every ,child ,connected ,act4  
#b4 ,e-rate program  7a7 ,definitions   
,in this section-- 7#a7 the term        
,commission means the ,federal          
,communications ,commission2  7#b7 the  
term distance learning has the meaning  
given the term in section #haja of the  
,elementary and ,secondary ,education   
,act of #aife 7#bj ,u4,s4,c4 #ghja72 and
  7#c7 the term ,e-rate program means   
the universal service program set forth 
under subpart ,f of part #ed of title   

#dg1 ,code of ,federal ,regulations 7or 
any successor regulations74  7b7        
,updates to ,e-,rate program  7#a7 ,in  
general ,not later than #ahj days after 
the date of enactment of this ,act1 the 
,commission shall amend the ,e-rate     
program to provide that-- 7,a7          
activities that are integral1 immediate1
 and proximate to the education of a    
student1 even if those activities are   
performed in the home of a student1     
qualify as activities that are for      
educational purposes for the purposes of
 the ,e-rate program2  7,b7 a household 
in which a student is engaged or        
participating in distance learning shall
 be an eligible recipient under the     
,e-rate program2 and  7,c7 the aggregate
 annual cap on ,federal universal       
service support under the ,e-rate       
program shall be #aj1jjj1jjj1jjj per    
funding year4  7#b7 ,coordination ,in   
making the amendments required under    
subparagraphs 7,a7 and 7,b7 of paragraph
 7#a71 the ,commission shall coordinate 

with the ,secretary of ,education and   
appropriate instrumentalities of ,state 
and local governments4  7#c7 ,technical 
and conforming amendments ,section #bed 
of the ,communications ,act of #aicd    
7#dg ,u4,s4,c4 #bed7 is amended-- 7,a7  
in subsection 7b77#f71 by inserting     
certain households 7solely for the      
purposes described in section           
#b7;b77#a77;,b7 of the ,every ,child    
,connected ,act71 after schools and     
classrooms12  7,b7 in subsection        
7c77#c71 by inserting certain households
 7solely for the purposes described in

civil penalties ,section #e of the

,u4,s4,c4 #de7 is amended by adding at  
the end the following3  7o7 7#a7 ,in    
this subsection1 the term ,e-rate       
program means the universal service     
program set forth under subpart ,f of   
part #ed of title #dg1 ,code of ,federal
 ,regulations 7or any successor         
regulations74  7#b7 ,subject to         
paragraph 7#c71 the ,secretary of the   
,treasury shall transfer to the ,federal
 ,communications ,commission an amount  
equal to any amount collected in        
connection with a civil penalty under   
subsection 7l7 or 7m74  7#c7 ,the       
amounts transferred to the ,federal     
,communications ,commission pursuant to 

paragraph 7#b7 shall be-- 7,a7          
transferred at least monthly from the   
general fund of the ,treasury to the    
,federal ,communications ,commission on 
the basis of estimates made by the      
,secretary of the ,treasury2  7,b7 used 
by the ,federal ,communications         
,commission to carry out the ,e-rate    
program1 as amended in accordance with  
section #b7;b7 of the ,every ,child     
,connected ,act2 and  7,c7 properly     
adjusted in the amounts subsequently    
transferred to the extent prior         
estimates were in excess of or less than
 the amounts required to be transferred4
