courts4 #b4 ,findings ,congress finds as follows3 7#a7 ,in the #aihjs and #aiijs1 pharmaceutical companies began developing new drugs for pain treatment1 including extended release oxycodone4 ,these companies aggressively marketed these drugs to the medical community as a way to address under-treatment of physical pain4 ,drug companies distributed #gf1jjj1jjj1jjj oxycodone and hydrocodone pain pills nationwide from #bjjf to #bjab4 7#b7 ,the combination of a rising number of prescriptions1 misinformation about the addictive properties of prescription opioids1 and the perception that prescription drugs are less harmful than illicit drugs has caused an increase in drug misuse4 7#c7 ,as legitimate production and illegal diversion of opioids skyrocketed1 so did the number of opioid overdose deaths4 ,from #aiii to #bjag1 almost #bah1jjj people died in the ,united ,states from overdoses related to prescription opioids4 ,more recently1 fentanyl1 a powerful synthetic opioid1 surpassed prescription opioids as the most lethal overdose substance and now is linked to nearly #c times as many deaths4 7#d7 ,the scale of the opioid crisis is staggering3 7,a7 ,in #bjah1 approximately #aj1cjj1jjj people in the ,united ,states age #ab and older misused opioids4 7,b7 ,on average1 #acj people in the ,united ,states die every day from an opioid overdose4 7,c7 ,the opioid crisis has cost the ,united ,states economy at least #fca1jjj1jjj1jjj4 7,d7 ,from #bjac to #bjag1 the number of children in foster care nationwide increased #aj percent to nearly #ddb1iie4 ,parental drug use was cited as a factor in #cf percent of cases4 7#e7 ,the opioid crisis has also led to a cascade of other negative health impacts4 ,for example1 syringe sharing among people who inject drugs has led to increases in hepatitis ,c virus infections and infective endocarditis1 as well as localized ,,hiv outbreaks4 7#f7 ,the ,united ,states health care system has struggled to catch up to the crisis3 7,a7 ,the majority of people in the ,united ,states with an opioid use disorder do not receive substance use treatment1 and many who do receive such treatment do not receive evidence-based treatment4 ,although medication-assisted treatment has been endorsed by the ,national ,institutes of ,health and the ,world ,health ,organization1 only one-third of treatment programs offer any of the #c drugs approved by the ,food and ,drug ,administration for the treatment of opioid use disorder1 and just #f percent of medication-offering facilities provide all #c4 7,b7 ,facilities that provide medications for the treatment of opioid disorder are concentrated in the ,northeast and ,southwest1 leaving many of the areas hit hardest by the opioid crisis without access to evidence-based treatment4 ,the need is particularly acute in rural areas1 which often do not have enough providers to meet the demand4 7,c7 ,unlike other health care needs1 substance use treatment is largely funded by ,state and local revenues and ,federal block grants1 rather than the ,medicare program1 the ,medicaid program1 and private insurance4 7,d7 ,while new substances1 particularly synthetic drugs1 continue to make inroads into communities in the ,united ,states1 funding streams are often dedicated to particular substances1 limiting providers' ability to adapt to changing needs4 7,e7 ,the stigma associated with substance use disorder prevents people from seeking treatment4 ,too often1 people enter substance use treatment only after committing a criminal offense1 whether through a court mandate1 as a condition of parole or probation supervision1 or as a condition of regaining employment after conviction4 ,in #bjjc1 #cf percent of all substance use treatment admissions1 #dj percent of all alcohol abuse treatment admissions1 and #eg percent of all marijuana use treatment admissions were referrals from the criminal justice system4 7,f7 ,the stigma of substance use disorder also limits people's ability to find jobs and housing4 ,these obstacles are exacerbated by the criminalization of substance use disorder--even convictions for drug possession for personal use can create lifelong collateral consequences4 ,the absence of stable housing and employment make it even more difficult for people to live drug free4 7#g7 ,not all people in the ,united ,states have equal access to substance use treatment in the community4 ,current research has found that ,black and ,latinx ,americans are less likely to receive substance use treatment when controlling for other relevant factors1 like socioeconomic status4 7#h7 ,inadequate access to substance use treatment can exacerbate other health disparities4 ,individuals with substance use disorders have higher rates of suicide attempts than individuals in the general population1 high health care expenses1 and significant disability4 7#i7 ,a comprehensive public health approach that tackles both the causes and the consequences of substance use disorder is necessary to stem the tide4 ,i ,research1 education1 and prevention #aja4 ,national ,education ,campaign ,section #ajb of the ,comprehensive ,addiction and
