,to extend the availability of          
,coronavirus ,relief ,fund payment funds
 for ,states or governments that use    
such funds to respond to the ,,covid-#ai
 public health emergency in accordance  
with a qualifying economic development  
plan4  #a4 ,short title ,this ,act may  
be cited as the ,remove ,impediments for
 a ,successful ,economic ,recovery ,act 
or the ,,riser ,act4  #b4 ,extended     
availability for ,coronavirus ,relief   
,fund payments used in accordance with a
 qualifying economic development plan   
,section #fja7;d7 of the ,social        
,security ,act 7#db ,u4,s4,c4 #hja7;d77 
is amended to read as follows3  7d7 ,use
 of funds2 availability  7#a7 ,in       
general ,a ,state1 ,tribal government1  

and unit of local government shall use  
the funds provided under a payment made 
under this section to cover only those  
costs of the ,state1 ,tribal government1
 or unit of local government that-- 7,a7
 are necessary expenditures incurred due
 to the public health emergency with    
respect to the ,coronavirus ,disease    
#bjai 7,,covid-#ai72  7,b7 were not     
accounted for in the budget most        
recently approved as of the date of     
enactment of this section for the ,state
 or government2 and  7,c7 subject to    
paragraph 7#b71 were incurred during the
 period that begins on ,march #a1 #bjbj1
 and ends on ,december #cj1 #bjbj4  7#b7
 ,extended availability for funds used  
in accordance with a qualifying economic
 development plan  7,a7 ,in general     
,notwithstanding subparagraph 7,c7 of   
paragraph 7#a71 funds provided under a  
payment made under this section shall   
remain available to a ,state1 ,tribal   
government1 or unit of local government 
until ,december #ca1 #bjbb1 for         

obligation by the ,state or government--
 7i7 for costs of the ,state or         
government that-- 7,i7 are necessary    
expenditures incurred due to the public 
health emergency with respect to the    
,coronavirus ,disease #bjai             
7,,covid-#ai72 and  7,,ii7 were not     
accounted for in the budget most        
recently approved as of the date of     
enactment of this section for the ,state
 or government2 and  7ii7 in accordance 
with a qualifying economic development  
plan4  7,b7 ,availability ,any funds    
obligated under subparagraph 7,a7 as of 
the date specified in such subparagraph 
shall remain available until expended4  
7,c7 ,certification requirement ,in     
order to use funds provided under a     
payment under this section in accordance
 with this paragraph1 a ,state1 ,tribal 
government1 or unit of local government 
shall provide the ,secretary with a     
certification signed by the ,chief      
,executive of the ,state or government  
that the proposed uses of the funds     

under the qualifying economic           
development plan are consistent with the
 requirements of subparagraph 7,a77i74  
7,d7 ,qualifying economic development   
plan ,for purposes of subparagraph 7,a71
 the term qualifying economic           
development plan means1 with respect to 
a ,state or government1 a plan for using
 funds paid or distributed to the ,state
 or government under this section to    
respond to the ,,covid-#ai public health
 emergency1 including by expanding      
access in a technology neutral manner to
 broadband and telemedicine services to 
unserved locations or consumers1 that is
 approved by the ,state or the governing
 board of a university before ,december
