,veterans' ,affairs  ,a ,,bill  ,to     
amend title #ch1 ,united ,states ,code1 
to provide for a reduction in certain   
loan fees for certain veterans affected 
by major disasters4  #a4 ,reducing loan 
fees for certain veterans affected by   
major disasters ,section #cgbi7;b77#d7  
of title #ch1 ,united ,states ,code1 is 
amended-- 7#a7 by striking subparagraph 
7,d71 and inserting the following new   
subparagraph 7,d73  7,d7 7i7 ,the term  
initial loan means a loan to a veteran  
guaranteed under section #cgaj or made  
under section #cgaa of this title if the
 veteran has never obtained a loan      
guaranteed under section #cgaj or made  
under section #cgaa of this title4  7ii7
 ,if a veteran has obtained a loan      
guaranteed under section #cgaj or made  

under section #cgaa of this title and   
the dwelling securing such loan was     
substantially damaged or destroyed by a 
major disaster declared by the          
,president under section #dja of the    
,robert ,t4 ,stafford ,disaster ,relief 
and ,emergency ,assistance ,act 7#db    
,u4,s4,c4 #eagj71 the ,secretary shall  
treat as an initial loan1 as defined in 
clause 7i71 the next loan the ,secretary
 guarantees or makes to such veteran    
under section #cgaj or #cgaa1           
respectively1 if-- 7,i7 such loan is    
guaranteed or made before the date that 
is three years after the date on which  
the dwelling was substantially damaged  
or destroyed2 and  7,,ii7 such loan is  
only for repairs or construction1 as    
determined by the ,secretary4  2 and    
7#b7 in subparagraph 7,e71 by striking  
if the veteran has previously obtained a
 loan guaranteed under section #cgaj or 
made under section #cgaa of this title  
and inserting that is not an initial    
loan4
