,taxpayer ,research and ,coronavirus ,knowledge ,act of #bjbj4 #b4 ,database 7a7 ,in general ,the ,secretary of ,health and ,human ,services1 the ,director of the ,national ,institutes of ,health1 the ,assistant ,secretary for ,preparedness and ,response1 the ,director of the ,biomedical ,advanced ,research and ,development ,authority1 the ,secretary of ,defense1 the ,secretary of ,veterans ,affairs1 the ,director of the ,national ,institute of ,allergy and ,infectious ,diseases1 and such other ,federal officials as the ,secretary of ,health and ,human ,services determines to be appropriate1 acting in coordination1 shall-- 7#a7 compile into a searchable database information relating to ,federal support 7before or after the date of enactment of this ,act7 for biomedical research and development related to ,,covid-#ai 7including biomedical research and development relating to a product or therapy that was later modified or repurposed to be used for ,,covid-#ai72 and 7#b7 make such database available on the public website of the ,department of ,health and ,human ,services4 7b7 ,covered information ,the information relating to ,federal support referred to in subsection 7a77#a7 includes all contracts1 funding agreements1 licensing arrangements1 other transactions1 and other arrangements entered into by the ,federal ,government and tax benefits provided with respect to research and development1 and manufacturing1 of a drug 7including biological products71 cell or gene therapy1 or medical device intended to be manufactured1 used1 designed1 developed1 modified1 repurposed1 licensed1 or procured to diagnose1 mitigate1 prevent1 treat1 or cure ,,covid-#ai1 including the following3 7#a7 ,licensing agreements pursuant to section #bjg of title #ce1 ,united ,states ,code4 7#b7 ,cooperative research and development agreements and licensing agreements pursuant to section #ab of the ,stevenson-,wydler ,technology ,innovation ,act of #aihj 7#ae ,u4,s4,c4 #cgaj;a74 7#c7 ,funding agreements1 as defined in section #bja of title #ce1 ,united ,states ,code4 7#d7 ,other transactions entered into pursuant to the following3 7,a7 ,section #cai,l of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bdg;d-#g;e74 7,b7 ,section #aje of the ,national ,institutes of ,health ,reform ,act of #bjjf 7#db ,u4,s4,c4 #bhdn74 7,c7 ,section #dhj of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bhg;a74 7,d7 ,section #dba of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bhe;b-#c74 7,e7 ,section #bcga of title #aj1 ,united ,states ,code4 7#e7 ,tax credits and deductions associated with-- 7,a7 qualified clinical testing expenses1 as defined in section #de;,c of the ,internal ,revenue ,code of #aihf2 7,b7 qualified research expenses1 as defined in section #da of the ,internal ,revenue ,code of #aihf2 and 7,c7 charitable contributions1 as defined in section #agj7;c7 of the ,internal ,revenue ,code of #aihf1 to patient assistance programs4 7c7 ,information required ,notwithstanding any other provision of law1 the ,federal officials referred to in subsection 7a7 shall include in the database under subsection 7a71 with regard to each contract1 funding agreement1 licensing arrangement1 other transaction1 other arrangement1 or tax benefit described in subsection 7b71 at least the following information3 7#a7 ,the agency1 program1 institute1 or other ,federal ,government entity providing the ,federal support4 7#b7 ,the amount and period of ,federal financial support with an itemized breakdown4 7#c7 ,other ,federal nonfinancial support1 including the use of ,federal personnel1 ,federal facilities1 and ,federal equipment4 7#d7 ,the grant number1 if applicable4 7#e7 ,associated clinical trial data1 upon trial completion4 7#f7 ,associated patents and patent applications1 specifying-- 7,a7 any ,federal ownership in such patents and patent applications2 7,b7 the expiration date of such patents and filing dates of such patent applications2 and 7,c7 the numbers of such patents and patent applications4 7#g7 ,associated periods of marketing exclusivity under ,federal law and the durations of such periods4 7#h7 ,the corporation1 nonprofit organization1 academic institution1 person1 or other entity receiving the ,federal support4 7#i7 ,any products 7including repurposed products7 approved1 authorized1 or cleared for marketing1 or for which marketing approval1 authorization1 or clearance is being sought1 the development of which was aided by ,federal support1 including-- 7,a7 the names of such products2 7,b7 the prices of such products2 and 7,c7 the current and anticipated manufacturing capacity to produce such products4 7#aj7 ,the full terms of the contract1 funding agreement1 licensing arrangement1 other transaction1 or other arrangement described in subsection 7b74 7d7 ,format of information ,the database under subsection 7a7 shall be-- 7#a7 searchable and filterable according to the categories of information described in subsection 7c72 and 7#b7 presented in a user-friendly format4 7e7 ,timing ,the database under subsection 7a7 shall be-- 7#a7 made publicly available not later than #a month of the date of enactment of this ,act2 and 7#b7 updated not less than every #cj days4 7f7 ,disclosure 7#a7 ,in general ,notwithstanding any other provision of law1 to the extent necessary for an official referred to in subsection 7a7 to carry out this section1 such official may require entities receiving ,federal support referred to in subsection 7a77#a7 to disclose to the official any information relating to such ,federal support and required to be included in the database under subsection 7a74 7#b7 ,penalty for nondisclosure ,if an entity that is required to disclose information pursuant to paragraph 7#a7 fails to disclose such information within a reasonable period of time or within #b weeks of the official requesting such information1 whichever is sooner1 then such entity and all executive officers employed by such entity shall no longer be eligible for the receipt of ,federal support in the form of a contract1 funding agreement1 licensing arrangement1 other transaction1 or other arrangement4
