which was read twice and referred to the ,committee on ,small ,business and ,entrepreneurship ,a ,,bill ,to require the ,administrator of the ,small ,business ,administration to encourage entrepreneurship training in after school programs1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the #bast ,century ,entrepreneurship ,act4 #b4 ,findings ,congress finds that-- 7#a7 entrepreneurship creates new jobs1 grows the economy1 increases productivity1 and significantly improves the quality of life of the people of the ,united ,states2 7#b7 entrepreneurship rates in the ,united ,states have declined substantially over the last several decades2 7#c7 children from disadvantaged communities are less likely to become entrepreneurs and inventors1 hampering economic growth and harming communities most in need2 7#d7 studies show that children with mentors in entrepreneurship and inventorship are more likely to pursue these fields in adulthood2 and 7#e7 in order to promote growth in disadvantaged communities1 increase entrepreneurship rates1 and improve the economy1 volunteer mentors with the ,,score program should be encouraged to engage with children in community learning centers4 #c4 ,definitions ,in this ,act-- 7#a7 the term community learning center has the meaning given the term in section #dbja7;b7 of the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #gaga7;b772 7#b7 the term inventorship means the activity of creating1 designing1 or otherwise originating a new product or service2 and 7#c7 the term ,,score program means the ,service ,corps of ,retired ,executives described in section #h7;b77#a77;,b7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcg7;b77#a77;,b774 #d4 ,entrepreneurship education for disadvantaged youth 7a7 ,in general ,the ,administrator of the ,small ,business ,administration shall-- 7#a7 develop a curriculum for volunteers with the ,,score program to teach female students1 minority students1 ,english learners1 children with disabilities1 and low-income students who are often underrepresented in critical and enriching subjects about entrepreneurship and inventorship through community learning centers2 7#b7 develop and implement a strategy to encourage partnerships between the ,,score program and community learning centers to teach the curriculum developed under paragraph 7#a7 to the students described in that paragraph through community learning centers2 and 7#c7 in developing the curriculum required under paragraph 7#a71 collaborate with education specialists1 entrepreneurship groups1 business groups1 and groups with experience serving underrepresented children4 7b7 ,collaboration with other programs ,in carrying out the partnerships under subsection 7a77#b71 volunteers with the ,,score program are encouraged to collaborate with other entrepreneurial development programs of the ,small ,business ,administration and other agencies1 including-- 7#a7 small business development centers described in section #ba of the ,small ,business ,act 7#ae ,u4,s4,c4 #fdh72 7#b7 women's business centers operating under section #bi of the ,small ,business ,act 7#ae ,u4,s4,c4 #fef72 7#c7 centers overseen by the ,minority ,business ,development ,agency of the ,department of ,commerce2 and 7#d7 the ,growth ,accelerator ,fund ,competition of the ,administration carried out under section #bd of the ,stevenson-,wydler ,technology ,innovation ,act of #aihj 7#ae ,u4,s4,c4 #cgai74 7c7 ,,score program ,section #h7;b77#a77;,b7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcg7;b77#a77;,b77 is amended1 in the first sentence1 by inserting before the period at the end the following3 and to carry out entrepreneurship and inventorship programs under section #d7;a7 of the #bast ,century ,entrepreneurship ,act4 7d7 ,community learning centers ,part ,b of title ,,iv of the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #gaga et seq47 is amended-- 7#a7 in section #dbja7;a77#b7 7#bj ,u4,s4,c4 #gaga7;a77#b771 by inserting entrepreneurship and inventorship 7as defined in section #c of the #bast ,century ,entrepreneurship ,act7 programs1 after apprenticeship programs12 and 7#b7 in section #dbje7;a7 7#bj ,u4,s4,c4 #gage7;a77-- 7,a7 in paragraph 7#ac71 by striking and at the end2 7,b7 in paragraph 7#ad71 by striking the period at the end and inserting 2 and2 and 7,c7 by adding at the end the following3 7#ae7 entrepreneurship and inventorship programs described in section #d7;a7 of the #bast ,century ,entrepreneurship ,act4 4 7e7 ,report ,not later than #b years after the date of enactment of this ,act1 and every #b years thereafter1 the ,administrator of the ,small ,business ,administration shall submit to the ,committee on ,small ,business and ,entrepreneurship of the ,senate and the ,committee on ,small ,business of the ,house of ,representatives a report that-- 7#a7 identifies each partnership between the ,,score program and a community learning center during the preceding #b-year period2 7#b7 estimates the number of students who were reached through the entrepreneurship curriculum developed under subsection 7a72 7#c7 identifies any barriers to reaching additional students2 and 7#d7 identifies any plans for improving the curriculum or implementing the strategy developed under subsection 7a74 7f7 ,authorization of appropriations ,there is authorized to be appropriated to the ,administrator of the ,small ,business ,administration #b1ejj1jjj for each of fiscal years #bjba through #bjbe to carry out this ,act and the amendments made by this ,act4
