 ,discount on mortgage insurance premium
 payments for first-time homebuyers who 
complete financial literacy housing     
counseling programs ,the second sentence
 of section #bjc7;c77#b77;,a7 of the    
,national ,housing ,act 7#ab ,u4,s4,c4  
#agji7;c77#b77;,a77 is amended by       
striking not exceed #b4ge percent of the
 amount of the original insured         

principal obligation of the mortgage4   
and inserting be1 in the case of a      
mortgage insured during the #d-year     
period beginning on the date that is #a 
year after the date of enactment of the 
,housing ,financial ,literacy ,act of   
#bjbj1 #be basis points lower than the  
premium payment amount established by   
the ,secretary under the first sentence 
of this subparagraph1 and1 in the case  
of a mortgage insured after that #d-year
 period1 set by the ,secretary at a     
number of basis points lower than that  
premium payment amount that corresponds 
to the reduced risk of loss1 if any1 due
 to the counseling44
