,security ,act of #aidg to require the  
,president to designate an employee of  
the ,national ,security ,council to be  
responsible for pandemic prevention and 
response1 and for other purposes4  #a4  
,national ,security ,council coordinator
 for pandemic prevention and response   
,section #aja of the ,national ,security
 ,act of #aidg 7#ej ,u4,s4,c4 #cjba7 is 
amended-- 7#a7 by redesignating         
subsection 7h7 as subsection 7i72 and   
7#b7 by inserting after subsection 7g7  
the following new subsection 7h73  7h7  
,coordinator for pandemic prevention and
 response  7#a7 ,in general ,the        
,president shall designate an employee  
of the ,national ,security ,council to  

be the permanent coordinator for        
pandemic prevention and response for the
 ,federal ,government 7in this          
subsection referred to as the           
,coordinator74  7#b7 ,purpose ,the      
,coordinator shall direct all efforts of
 the ,federal ,government relating to   
,united ,states policy regarding        
pandemic prevention and response1       
including by carrying out the duties    
under paragraph 7#c74  7#c7 ,duties ,the
 ,coordinator shall-- 7,a7 serve as the 
principal advisor to the ,president     
regarding pandemic prevention and       
response2  7,b7 notwithstanding any     
other provision of law1 coordinate and  
direct all activities1 policies1        
programs1 and funding relating to       
pandemic prevention and response1 for   
all ,federal agencies2  7,c7 direct1 as 
appropriate1 ,federal ,government       
resources to respond to needs for       
pandemic prevention and response2 and   
7,d7 lead interagency coordination for  
pandemic prevention and response1       

including regular consultation with     
nongovernmental organizations and public
 health officials working to prevent and
 respond to pandemics4  7#d7 ,authority 
to represent the ,united ,states ,the   
,coordinator may represent the ,united  
,states in bilateral and multilateral   
discussions and agreements on matters   
relevant to pandemic prevention and     
response4  4
