consistent1 ,federal set of best available forward-looking meteorological information and to require the ,director of the ,national ,institute of ,standards and ,technology to convene an effort to make such set available1 with advice and technical assistance1 to standards-developing organizations1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,built to ,last ,act of #bjbj4 #b4 ,identification and dissemination of consistent1 ,federal set of best available forward-looking meteorological information 7a7 ,definitions ,in this section3 7#a7 ,director ,the term ,director means the ,director of the ,national ,institute of ,standards and ,technology4 7#b7 ,under ,secretary ,the term ,under ,secretary means the ,under ,secretary of ,commerce for ,oceans and ,atmosphere4 7#c7 ,extreme weather ,the term extreme weather includes observed or anticipated severe and unseasonable atmospheric conditions1 including drought1 heavy precipitation1 hurricanes1 tornadoes and other windstorms 7including derechos71 extreme heat1 extreme cold1 flooding1 sustained temperatures or precipitation that deviate substantially from historical averages1 and any other weather event that the ,under ,secretary determines qualifies as extreme weather4 7#d7 ,other environmental trends ,the term other environmental trends means wildfires1 coastal flooding1 inland flooding1 land subsidence1 rising sea levels1 and any other challenges relating to changes in environmental systems over time that the ,under ,secretary determines qualify as environmental challenges other than extreme weather4 7#e7 ,mitigation ,framework ,leadership ,group ,the term ,mitigation ,framework ,leadership ,group means the ,mitigation ,framework ,leadership ,group established pursuant to the ,post-,katrina ,emergency ,management ,reform ,act of #bjjf 7,public ,law #aji-bie2 #f ,u4,s4,c4 #gja note71 or successor group4 7#f7 ,united ,states ,global ,change ,research ,program ,the term ,united ,states ,global ,change ,research ,program means the ,united ,states ,global ,change ,research ,program established under section #ajc of the ,global ,change ,research ,act of #aiij 7#ae ,u4,s4,c4 #bicc74 7#g7 ,long-term ,the term long-term shall have such meaning as the ,director1 in consultation with the ,under ,secretary1 considers appropriate for purposes of this section4 7b7 ,identification of consistent1 ,federal set of best available meteorological information 7#a7 ,in general ,the ,under ,secretary shall identify and support research that enables1 a consistent1 ,federal set of forward-looking long-term meteorological information that-- 7,a7 models future extreme weather events1 other environmental trends1 projections1 and up-to-date observations2 and 7,b7 is suitable for use under subsection 7c74 7#b7 ,mesoscale meteorological information ,when the ,under ,secretary determines appropriate or upon request of the ,director1 the ,under ,secretary shall provide the ,director with mesoscale meteorological information that is suitable for use under subsection 7c74 7c7 ,advice1 technical assistance1 and dissemination 7#a7 ,in general ,the ,director shall1 in consultation with the ,under ,secretary-- 7,a7 make available to the public information identified under subsection 7b72 7,b7 identify ,federal and non-,federal efforts to develop and adopt standards1 building codes1 and voluntary certifications2 and 7,c7 using the best available1 consistent1 ,federal set of forward-looking long-term meteorological information identified under subsection 7b7-- 7i7 advise and provide technical assistance to organizations that develop standards1 model building codes1 or voluntary certifications in order for such organizations to appropriately incorporate forward-looking long-term meteorological information into such standards1 building codes1 and voluntary certifications2 and 7ii7 take appropriate steps to make information identified under subsection 7b7 available to the entities described in clause 7i7 developing such standards1 model building codes1 and voluntary certifications4 7#b7 ,requirement ,the ,director shall carry out paragraph 7#a7 through each of the following3 7,a7 ,the ,fire ,research ,center1 established under section #af of the ,act entitled ,an ,act to establish the ,national ,bureau of ,standards1 approved ,march #c1 #aija 7#ae ,u4,s4,c4 #bgh;f74 7,b7 ,the ,national ,windstorm ,impact ,reduction ,program1 established under section #bjd of the ,national ,windstorm ,impact ,reduction ,act of #bjjd 7#db ,u4,s4,c4 #aegjc74 7,c7 ,such other statutory authorities as the ,director considers appropriate4 7d7 ,working group ,in order to identify and support research that enable information as required under subsection 7b71 the ,director of the ,office of ,science and ,technology ,policy1 in coordination with the ,united ,states ,global ,change ,research ,program and the ,mitigation ,framework ,leadership ,group1 shall designate a working group consisting of representatives from such ,federal agencies as the ,director of the ,office of ,science and ,technology ,policy considers appropriate4
