amend the ,foreign ,agents ,registration
 ,act of #aich to limit the exemption   
from the registration requirements of   
such ,act for persons engaging in       
activities in furtherance of bona fide  
religious1 scholastic1 academic1 or     
scientific pursuits or the fine arts to 
activities which do not promote the     
political agenda of a foreign           
government1 to amend the ,higher        
,education ,act of #aife to clarify the 
disclosures of foreign gifts by         
institutions1 and for other purposes4   
#a4 ,short title ,this ,act may be cited
 as the ,foreign ,influence             
,transparency ,act4  #b4 ,limiting      
exemption from foreign agent            

registration requirement for persons    
engaging in activities in furtherance of
 certain pursuits to activities not     
promoting political agenda of foreign   
governments  7a7 ,limitation on         
exemption ,section #c7;e7 of the        
,foreign ,agents ,registration ,act of  
#aich 7#bb ,u4,s4,c4 #fac7;e77 is       
amended by striking the semicolon at the
 end and inserting the following3 1 but 
only if the activities do not promote   
the political agenda of a government of 
a foreign country24  7b7 ,effective date
 ,the amendment made by subsection 7a7  
shall apply with respect to activities  
carried out on or after the date of the 
enactment of this ,act4  #c4            
,disclosures of foreign gifts  7a7 ,in  
general ,section #aag of the ,higher    
,education ,act of #aife 7#bj ,u4,s4,c4 
#ajaa;f7 is amended-- 7#a7 in subsection
 7a71 by striking the value of which is 
#bej1jjj or more1 considered alone or in
 combination with all other gifts from  
or contracts with and inserting the     

value of which is #ej1jjj or more for   
such gift from or contract with2  7#b7  
in subsection 7b7-- 7,a7 in paragraph   
7#a71 in the first sentence1 by         
inserting before the period at the end  
the following3 1 and the content of each
 such contract2 and  7,b7 in paragraph  
7#b71 by inserting before the period the
 following3 1 and the content of each   
such contract2  7#c7 in subsection 7e71 
by inserting 1 including the contents of
 any contracts1 after reports2 and  7#d7
 in subsection 7h77#c71 by inserting    
before the semicolon at the end the     
following3 1 or the fair market value of
 an in-kind gift4  7b7 ,effective date
