establish the ,mill ,springs            
,battlefield ,national ,monument in the 
,state of ,kentucky as a unit of the    
,national ,park ,system1 and for other  
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,mill ,springs      
,battlefield ,national ,monument ,act4  
#b4 ,definitions ,in this ,act3  7#a7   
,map ,the term ,map means the map       
entitled ,mill ,springs ,battlefield    
,national ,monument1 ,nancy1 ,kentucky1 
numbered #big_/adeeac1 and dated ,june  
#bjah4  7#b7 ,monument ,the term        
,monument means the ,mill ,springs      
,battlefield ,national ,monument        
established by section #c7;a77#a74  7#c7
 ,secretary ,the term ,secretary means  
the ,secretary of the ,interior1 acting 

through the ,director of the ,national  
,park ,service4  #c4 ,establishment of  
mill springs battlefield national       
monument  7a7 ,establishment  7#a7 ,in  
general ,subject to paragraph 7#b71     
there is established as a unit of the   
,national ,park ,system1 the ,mill      
,springs ,battlefield ,national         
,monument in the ,state of ,kentucky1 to
 preserve1 protect1 and interpret for   
the benefit of present and future       
generations--  7,a7 the nationally      
significant historic resources of the   
,mill ,springs ,battlefield2 and  7,b7  
the role of the ,mill ,springs          
,battlefield in the ,civil ,war4  7#b7  
,determination by the ,secretary ,the   
,monument shall not be established until
 the date on which the ,secretary       
determines that a sufficient quantity of
 land or interests in land has been     
acquired to constitute a manageable park
 unit4  7#c7 ,notice ,not later than #cj
 days after the date on which the       
,secretary makes a determination under  

paragraph 7#b71 the ,secretary shall    
publish in the ,federal ,register notice
 of the establishment of the ,monument4 
7#d7 ,boundary ,the boundary of the     
,monument shall be as generally depicted
 on the ,map4  7#e7 ,availability of map
 ,the ,map shall be on file and         
available for public inspection in the  
appropriate offices of the ,national    
,park ,service4  7#f7 ,acquisition      
authority ,the ,secretary may only      
acquire land or an interest in land     
located within the boundary of the      
,monument by--  7,a7 donation2  7,b7    
purchase from a willing seller with     
donated or appropriated funds2 or  7,c7 
exchange4  7b7 ,administration  7#a7 ,in
 general ,the ,secretary shall          
administer the ,monument in accordance  
with--  7,a7 this ,act2 and  7,b7 the   
laws generally applicable to units of   
the ,national ,park ,system1 including--
  7i7 section #ajjaja7;a71 chapter      
#ajjc1 and sections #ajjgea7;a71        
#ajjgeb1 #ajjgec1 and #ajbaja of title  

#ed1 ,united ,states ,code2 and  7ii7   
chapter #cbja of title #ed1 ,united     
,states ,code4  7#b7 ,management plan   
7,a7 ,in general ,not later than #c     
years after the date on which funds are 
first made available to prepare a       
general management plan for the         
,monument1 the ,secretary shall prepare 
the general management plan in          
accordance with section #ajjejb of title
 #ed1 ,united ,states ,code4  7,b7      
,submission to congress ,on completion  
of the general management plan1 the     
,secretary shall submit to the          
,committee on ,natural ,resources of the
 ,house of ,representatives and the     
,committee on ,energy and ,natural      
,resources of the ,senate the general   
management plan4  7c7 ,private property 
protection ,nothing in this ,act affects
 the land use rights of private property
 owners within or adjacent to the       
,monument4  7d7 ,no buffer zones  7#a7  
,in general ,nothing in this ,act1 the  
establishment of the ,monument1 or the  

management of the ,monument creates a   
buffer zone outside the ,monument4  7#b7
 ,activity or use outside ,monument ,the
 fact that an activity or use can be    
seen1 heard1 or detected from within the
 ,monument shall not preclude the       
conduct of the activity or use outside  
the ,monument4
