#gdjd7;d7 of title #ch1 ,united ,states 
,code1 is amended by inserting and      
except for individuals appointed under  
sections #gdja7d7 and #gcjf of this     
title1 after section #gdeg of this      
title14  7b7 ,waivers  7#a7 ,in general 
,the ,secretary of ,veterans ,affairs   
may waive the limitation described in   
section #gdjd7;d7 of such title1 as in  
effect on the day before the date of the

 enactment of this ,act1 on the amount  
of basic pay payable to individuals     
appointed under section #gdja7d7 or     
#gcjf of such title for basic pay       
payable during the period--  7,a7       
beginning on ,november #a1 #bjaj2 and   
7,b7 ending on the day before the date  
of the enactment of this ,act4  7#b7    
,form ,the ,secretary shall prescribe   
the form for requesting a waiver under  
paragraph 7#a74  7#c7 ,treatment of     
waiver ,a decision not to grant a waiver
 under paragraph 7#a7 shall not be      
treated as an adverse action and is not 
subject to further appeal1 third-party
