,,bill  ,to authorize the ,secretary of 
,veterans ,affairs to establish a grant 
program to conduct cemetery research and
 produce educational materials for the  
,veterans ,legacy ,program1 and for     
other purposes4  #a4 ,grant program for 
cemetery research and the production of 
educational materials for the ,veterans 
,legacy ,program of the ,national       
,cemetery ,administration  7a7 ,grant   
program authorized  7#a7 ,in general    
,the ,secretary of ,veterans ,affairs   
may establish a grant program to conduct
 cemetery research and produce          
educational materials for the ,veterans 
,legacy ,program4  7#b7 ,eligible       
recipients ,the ,secretary may award a  
grant under this section to any of the  

following recipients3 7,a7 ,an          
institution of higher learning4  7,b7 ,a
 local educational agency4  7,c7 ,a     
nonprofit entity that the ,secretary    
determines has a demonstrated history of
 community engagement4  7,d7 ,such other
 recipient as the ,secretary determines 
to be appropriate4  7#c7 ,use of funds  
,the recipient of a grant under this    
section may use the grant amount for the
 following purposes3  7,a7 ,to conduct  
research relating to national1 ,state1  
or ,tribal veterans' cemeteries4  7,b7  
,to produce educational materials for   
the purpose of teaching about the       
histories of veterans interred in       
national1 ,state1 or ,tribal veterans'  
cemeteries4  7,c7 ,to promote community 
engagement with the histories of        
veterans interred in national1 ,state1  
or ,tribal veterans' cemeteries4  7#d7  
,maximum grant amount ,the amount of a  
grant awarded under this section may not
 exceed #ejj1jjj4  7b7 ,regulations ,if 
the ,secretary establishes a grant      

program under this section1 the         
,secretary shall prescribe regulations  
regarding--  7#a7 the evaluation of     
applications for grants under the       
program2 and  7#b7 administration of the
 program4  7c7 ,report required ,not    
later than #b years after the date on   
which the ,secretary establishes a grant
 program under this section1 the        
,secretary shall submit to the          
,committee on ,veterans' ,affairs of the
 ,senate and the ,committee on          
,veterans' ,affairs of the ,house of    
,representatives a report on the        
determination of the ,secretary as to   
whether the grant program is a          
financially effective means to promote  
the purposes under subsection 7a77#c74

means the program of the ,national      
,cemetery ,administration that is       
responsible for providing engagement and
 educational tools and opportunities for
 the public regarding the service and   
sacrifice of veterans interred in       
national1 ,state1 and ,tribal veterans' 
cemeteries4
