is amended by adding at the end the

paragraph 7#a7 to make an application   
for an order requiring the production on
 an ongoing basis of call detail records
 shall terminate on the date of the     
enactment of this paragraph4  4  7b7

 such section is amended by indenting

,improvements regarding terms of members
 of ,privacy and ,civil ,liberties

amended to read as follows3  7#d7 ,term 
7,a7 ,in general ,each member of the    
,board shall serve a term of #f years   
commencing on the date of the           
appointment of the member to the ,board4
  7,b7 ,filling vacancies ,a vacancy in 
the ,board shall be filled in the same  
manner in which the original appointment
 was made4  7,c7 ,continuity of service 
,upon the expiration of the term of     
office of a member1 the member may      
continue to serve as a member of the    
,board after such expiration until the  
member's successor has been appointed
