,child ,care ,protection ,improvement   
,act of #bjbj4  #b4 ,task force to      
assist in improving child safety  7a7   
,establishment ,there is established a  
task force1 to be known as the          
,interagency ,task ,force for ,child    
,safety 7referred to in this section as 
the ,task ,force7 to identify1 evaluate1
 and recommend best practices and       
technical assistance to assist ,federal 
and ,state agencies in fully            
implementing the requirements of section
 #feh;,h7b7 of the ,child ,care and     

,development ,block ,grant ,act of #aiij
 7#db ,u4,s4,c4 #iheh;f7b77 for child   
care staff members4  7b7 ,composition   
,not later than #fj days after the date 
of enactment of this ,act1 the          
,president shall appoint the members of 
the ,task ,force1 which shall-- 7#a7    
consist of only ,federal officers and   
employees2 and  7#b7 include-- 7,a7 the 
,director of the ,office of ,child ,care
 of the ,department of ,health and      
,human ,services 7or the ,director's    
designee71 the ,associate ,commissioner 
of the ,children's ,bureau of the       
,department of ,health and ,human       
,services 7or the ,associate            
,commissioner's designee71 and the      
,director of the ,federal ,bureau of    
,investigation 7or the ,director's      
designee72 and  7,b7 such other ,federal
 officers and employees 7or their       
designees7 as may be appointed by the   
,president4  7c7 ,chairperson ,the      
chairperson of the ,task ,force shall be
 the ,assistant ,secretary of the       

,administration for ,children and       
,families of the ,department of ,health 
and ,human ,services4  7d7 ,consultation
 ,the ,task ,force shall consult with   
representatives from ,state child care  
agencies1 ,state child protective       
services1 ,state criminal justice       
agencies1 providers of child care       
services1 including providers in the    
private sector1 and other relevant      
stakeholders on identifying problems in 
implementing1 and proposing solutions to
 implement1 the requirements of section 
#feh;,h7b7 of the ,child ,care and      
,development ,block ,grant ,act of      
#aiij1 as described in that section4    
,such consultation shall include        
consultation with ,state agencies that  
are at different stages of such         
implementation4  7e7 ,task ,force duties
 ,the ,task ,force shall--  7#a7 develop
 recommendations for improving          
implementation of the requirements of   
section #feh;,h7b7 of the ,child ,care  
and ,development ,block ,grant ,act of  

#aiij1 including recommendations about  
how the ,task ,force and member agencies
 will collaborate and coordinate efforts
 to implement such requirements1 as     
described in that section2 and  7#b7    
develop recommendations in which the    
,task ,force identifies best practices  
and evaluates technical assistance to   
assist relevant ,federal and ,state     
agencies in implementing section        
#feh;,h7b7 of the ,child ,care and      
,development ,block ,grant ,act of      
#aiij1 which identification and         
evaluation shall include--  7,a7 an     
analysis of available research and      
information at the ,federal and ,state  
levels regarding the status of the      
interstate requirements of that section 
for child care staff members who have   
resided in one or more ,states during   
the previous #e years and who seek      
employment in a child care program in a 
different ,state2  7,b7 a list of ,state
 agencies that are not responding to    
interstate requests covered by that     

section for relevant information on     
child care staff members2  7,c7         
identification of the challenges ,state 
agencies are experiencing in responding 
to such interstate requests2  7,d7 an   
analysis of the length of time it takes 
the ,state agencies in a ,state to      
receive such results from ,state        
agencies in another ,state in response  
to such an interstate request1 in       
accordance with that section2  7,e7 an  
analysis of the average processing time 
for the interstate requests1 in         
accordance with that section2  7,f7     
identification of any fees 7and entities
 responsible for paying any such fees7  
associated with the interstate requests 
in each ,state to meet requirements1 in 
accordance with section #feh;,h of the  
,child ,care and ,development ,block    
,grant ,act of #aiij 7#db ,u4,s4,c4     
#iheh;f71 including identification of-- 
7i7 the extent to which such fees are   
consistent with subsection 7f7 of that  
section2 and  7ii7 information regarding

 factors that impact such fees2  7,g7 a 
list of ,states that are participating  
in the ,national ,fingerprint ,file     
program1 as administered by the ,federal
 ,bureau of ,investigation1 and an      
analysis of reasons ,states have or have
 not chosen to participate in the       
program1 including barriers to          
participation such as barriers related  
to ,state regulatory requirements and   
statutes2 and  7,h7 a list of ,states   
that have closed record laws or systems 
that prevent the ,states from sharing   
complete criminal records data or       
information with ,state agencies in     
another ,state4  7f7 ,meetings ,not     
later than #c months after the date of  
enactment of this ,act1 the ,task ,force
 shall hold its first meeting4  7g7     
,final report ,not later than #a year   
after the first meeting of the ,task    
,force1 the ,task ,force shall submit to
 the ,secretary of ,health and ,human   
,services1 the ,committee on ,health1   
,education1 ,labor1 and ,pensions of the

 ,senate1 and the ,committee on         
,education and ,labor of the ,house of  
,representatives a final report         
containing all of the recommendations   
required by paragraphs 7#a7 and 7#b7 of 
subsection 7e74 ,the report shall also  
include a list of the members of the    
,task ,force1 the agencies such members 
represent1 and the individuals and      
entities with whom the ,task ,force     
consulted under subsection 7d74  7h7 ,no
 compensation for members ,a member of  
the ,task ,force shall serve without    
compensation in addition to any         
compensation received for the service of
 the member as an officer or employee of
 the ,united ,states4  7i7 ,exemption   
from ,,faca ,the ,federal ,advisory     
,committee ,act 7#e ,u4,s4,c4 ,app47    
shall not apply to the ,task ,force4    
7j7 ,sunset ,the ,task ,force shall     
terminate #a year after submitting its  
final report under subsection 7g74
