disaster recovery relief assistance from

,development from penalizing applicants 
that declined assistance from the ,small
 ,business ,administration4  #a4 ,short 
title ,this ,act may be cited as the    
,disaster ,assistance ,simplification   
,act4  #b4 ,duplication of benefits for 
disaster relief  7a7 ,definitions ,in   
this section-- 7#a7 the term            
,administration means the ,small        
,business ,administration2 and  7#b7 the
 term ,secretary means the ,secretary of
 ,housing and ,urban ,development4  7b7 
,prohibitions ,with respect to a grant  

provided to a grantee under title ,i of 
the ,housing and ,community ,development
 ,act of #aigd 7#db ,u4,s4,c4 #ecja et  
seq47 related to a major disaster       
declared by the ,president under section
 #dja of the ,robert ,t4 ,stafford      
,disaster ,relief and ,emergency        
,assistance ,act 7#db ,u4,s4,c4 #eagj71 
the ,secretary and the grantee shall    
not--  7#a7 take into consideration     
whether an applicant for assistance from
 the grantee applied and was approved   
for1 but declined1 assistance related to
 the major disaster from the            
,administration under section #g7;b7 of 
the ,small ,business ,act 7#ae ,u4,s4,c4
 #fcf7;b772 or  7#b7 reduce the amount  
provided to an applicant described in   
paragraph 7#a7 by any amount that the   
applicant would have received from the  
,administration if the applicant had not
 declined the assistance4  7c7          
,application ,subsection 7b7 shall apply
 with respect to applicants for         
assistance from a grantee under title ,i

 of the ,housing and ,community         
,development ,act of #aigd 7#db         
,u4,s4,c4 #ecja et seq47 with respect to
 a major disaster declared by the       
,president under section #dja of the    
,robert ,t4 ,stafford ,disaster ,relief 
and ,emergency ,assistance ,act 7#db    
,u4,s4,c4 #eagj7 who applied for        
assistance from the ,administration     
under section #g7;b7 of the ,small      
,business ,act 7#ae ,u4,s4,c4 #fcf7;b77 
related to the major disaster before1   
on1 or after the date of enactment of   
this ,act4
