 reports by relevant ,federal agencies  
to ,congress regarding incidents of     
terrorism1 and for other purposes4  #a4 
,short titles ,this ,act may be cited as
 the ,reporting ,efficiently to ,proper 
,officials in ,response to ,terrorism   
,act of #bjai or the ,,report ,act4  #b4
 ,duty to report  7a7 ,duty imposed     
,except as provided in subsection 7c71  
whenever an act of terrorism occurs in  
the ,united ,states1 it shall be the    
duty of the primary ,government agency  
investigating such act to submit1 in    
collaboration with the ,secretary of    
,homeland ,security1 the ,attorney      
,general1 the ,director of the ,federal 
,bureau of ,investigation1 and1 as      
appropriate1 the ,director of the       
,national ,counterterrorism ,center1 an 
unclassified report 7which may be       
accompanied by a classified annex7 to   
,congress concerning such act not later 
than #a year after the completion of the

 investigation4 ,reports required under 
this subsection may be combined into a  
quarterly report to ,congress4  7b7     
,content of reports ,each report under  
this section shall include-- 7#a7 a     
statement of the facts of the act of    
terrorism referred to in subsection 7a71
 as known at the time of the report2    
7#b7 an explanation of any gaps in      
national security that could be         
addressed to prevent future acts of     
terrorism2  7#c7 any recommendations for
 additional measures that could be taken
 to improve homeland security1 including
 potential changes in law enforcement   
practices or changes in law1 with       
particular attention to changes that    
could help prevent future acts of       
terrorism2 and  7#d7 a summary of the   
report for public distribution4  7c7    
,exception  7#a7 ,in general ,the duty  
established under subsection 7a7 shall  
not apply in instances in which the     
,secretary of ,homeland ,security1 the  
,attorney ,general1 the ,director of the

 ,federal ,bureau of ,investigation1 or 
the head of the ,national               
,counterterrorism ,center determines    
that the information required to be     
reported could jeopardize an ongoing    
investigation or prosecution4  7#b7     
,notification requirement ,in each      
instance described in paragraph 7#a71   
the principal making a determination    
under such paragraph shall notify       
,congress of such determination not     
later than #a year after the completion 
of the related investigation described  
in subsection 7a74  7d7 ,defined term   
,in this section1 the term act of       
terrorism means an act of domestic      
terrorism or international terrorism 7as
 such terms are defined in section #bcca
 of title #ah1 ,united ,states ,code74  
7e7 ,sunset ,this section shall cease to
 be effective beginning on the date that
 is #e years after the date of the      
enactment of this ,act4  ,passed the
