purposes4 #a4 ,participation of ,taiwan in the ,world ,health ,organization 7a7 ,findings ,congress makes the following findings3 7#a7 ,the ,world ,health ,organization 7,,who7 is a specialized agency of the ,united ,nations1 charged with coordinating health efforts within the ,united ,nations system4 ,the ,world ,health ,assembly 7,,wha7 is the decision-making body of the ,,who1 which convenes annually in ,may to set the policies and priorities of the organization4 ,statehood is not a requirement for attendance at the ,,wha1 and numerous observers1 including non-members and non-governmental organizations1 attended the most recent ,,wha in ,may #bjah4 7#b7 ,taiwan began seeking to participate in the ,,who as an observer in #aiig4 ,in #bjji1 with strong support from successive ,united ,states ,administrations1 ,congress1 and like-minded ,,who ,member ,states1 and during a period of improved ,cross-,strait relations1 ,taiwan received an invitation to attend the ,,wha as an observer under the name ,chinese ,taipei4 ,taiwan received the same invitation each year until #bjaf1 when following the election of ,president ,tsai-,ing ,wen of the ,democratic ,progressive ,party1 ,taiwan's engagement in the international community began facing increased resistance from the ,people's ,republic of ,china 7,,prc74 ,taiwan's invitation to the #bjaf ,,wha was received late and included new language conditioning ,taiwan's participation on the ,,prc's one ,china principle4 ,in #bjag and #bjah1 ,taiwan did not receive an invitation to the ,,wha4 7#c7 ,taiwan remains a model contributor to world health1 having provided financial and technical assistance to respond to numerous global health challenges4 ,taiwan has invested over #f1jjj1jjj1jjj in international medical and humanitarian aid efforts impacting over #hj countries since #aiif4 ,in #bjad1 ,taiwan responded to the ,ebola crisis by donating #a1jjj1jjj and providing #ajj1jjj sets of personal protective equipment4 ,through the ,global ,cooperation and ,training ,framework1 the ,united ,states and ,taiwan have jointly conducted training programs for experts to combat ,,mers1 ,dengue ,fever1 and ,zika4 ,these diseases know no borders1 and ,taiwan's needless exclusion from global health cooperation increases the dangers presented by global pandemics4 7#d7 ,taiwan's international engagement has faced increased resistance from the ,,prc4 ,taiwan was not invited to the #bjaf ,assembly of the ,international ,civil ,aviation ,organization 7,,icao71 despite participating as a guest at the organization's prior summit in #bjac4 ,taiwan's requests to participate in the ,general ,assembly of the ,international ,criminal ,police ,organization 7,,interpol7 have also been rejected4 ,in ,may #bjag1 ,,prc delegates disrupted a meeting of the ,kimberley ,process on conflict diamonds held in ,perth1 ,australia1 until delegates from ,taiwan were asked to leave4 ,since #bjaf1 the ,democratic ,republic of ,so ,tom and ,prncipe1 the ,republic of ,panama1 the ,solomon ,islands1 the ,republic of ,kiribati1 the ,dominican ,republic1 ,burkina ,faso1 and the ,republic of ,el ,salvador have terminated longstanding diplomatic relationships with ,taiwan and granted diplomatic recognition to the ,,prc4 7#e7 ,congress has established a policy of support for ,taiwan's participation in international bodies that address shared transnational challenges1 particularly in the ,,who4 ,congress passed ,h4,r4 #agid in the #ajfth ,congress1 ,h4,r4 #dbh in the #ajgth ,congress1 and ,s4 #bjib in the #ajhth ,congress to direct the ,secretary of ,state to establish a strategy for1 and to report annually to ,congress on1 efforts to obtain observer status for ,taiwan at the ,,wha4 ,congress also passed ,h4,r4 #aaea in the #aacth ,congress1 directing the ,secretary to report on a strategy to gain observer status for ,taiwan at the ,,icao ,assembly1 and ,h4,r4 #ahec in the #aadth ,congress1 directing the ,secretary to report on a strategy to gain observer status for ,taiwan at the ,,interpol ,assembly4 ,however1 since #bjaf ,taiwan has not received an invitation to attend any of these events as an observer4 7b7 ,augmentation of report concerning the participation of ,taiwan in the ,world ,health ,organization 7#a7 ,in general ,subsection 7c7 of section #a of ,public ,law #ajh-bce 7#aah ,stat4 #fef7 is amended by adding at the end the following new paragraph3 7#c7 ,an account of the changes and improvements the ,secretary of ,state has made to the ,united ,states plan to endorse and obtain observer status for ,taiwan at the ,world ,health ,assembly1 following any annual meetings of the ,world ,health ,assembly at which ,taiwan did not obtain observer status4 4 7#b7 ,effective date ,the amendment made by paragraph 7#a7 shall take effect and apply beginning with the first report required under subsection 7c7 of section #a of ,public ,law #ajh-bce that is submitted after the date of the enactment of this ,act4 #b4 ,briefing on ,united ,states strategy regarding ,taiwan's international recognition 7a7 ,in general ,not later than #ij days after the date of the enactment of this ,act1 and every #ahj days thereafter for three years1 the ,secretary of ,state1 or the ,secretary's designee1 shall provide to the appropriate congressional committees a briefing on actions taken by the ,united ,states to reaffirm and strengthen ,taiwan's official and unofficial diplomatic relationships4 7b7 ,elements ,the briefing required by subsection 7a7 shall include the following elements3 7#a7 ,a description of the actions taken by the ,united ,states commencing ,may #bj1 #bjaf1 to consult with governments around the world1 including the governments that maintain official diplomatic relations with ,taiwan1 with the purpose of inducing those governments to maintain official diplomatic relations with ,taiwan or otherwise strengthen unofficial relations with ,taiwan4 7#b7 ,an enumeration of specific countries of concern1 if any1 and a description of the actions taken1 or actions anticipated1 by those governments1 commencing ,may #bj1 #bjaf1 to alter the formal diplomatic ties with ,taiwan or to otherwise downgrade official or unofficial relations4 7#c7 ,a plan of action to engage with the governments of the countries identified in paragraphs 7#a7 and 7#b7 and increase cooperation with respect to ,taiwan4 7c7 ,appropriate congressional committees ,in this section1 the term appropriate congressional committees means-- 7#a7 the ,committee on ,foreign ,relations of the ,senate2 and 7#b7 the ,committee on ,foreign ,affairs of the ,house of ,representatives4 #c4 ,sense of ,congress on the implementation of the ,asia ,reassurance ,initiative ,act ,it is the sense of ,congress that the full and timely implementation of section #bji of the ,asia ,reassurance ,initiative ,act 7,public ,law #aae-dji71 which reiterates longstanding bipartisan ,united ,states policy1 is critical to demonstrate ,united ,states support for ,taiwan4 ,passed the ,senate ,may #aa1 #bjbj4,secretary
