management using practices that-- 7i7 are informed by climate change science and the importance of spatial pattern2 7ii7 enhance forest health1 resilience1 and biodiversity2 and 7iii7 reduce vulnerability to future forest mortality and catastrophic wildfire4 7,b7 ,post-wildfire reforestation ,in the case of reforestation under subsection 7d77#b7 and subsection 7e71 sums available in the ,trust ,fund shall not be used for post-wildfire salvage logging4 7#c7 ,priority ,in carrying out reforestation under subsection 7d77#b7 and subsection 7e71 the ,chief of the ,forest ,service and the ,secretary of the ,interior1 as applicable1 shall give priority to planting-- 7,a7 on land that was subject to a mortality event caused by a high intensity wildfire1 pest infestation1 invasive species1 or drought or other extreme weather2 7,b7 that will restore and maintain resilient landscapes2 7,c7 on land on which the planting provides increased habitat connectivity for wildlife2 and 7,d7 that will provide the largest potential long-term increase in carbon sequestration4 7g7 ,mandatory funding ,to carry out paragraphs 7#b7 through 7#e7 of subsection 7d7 and subsection 7e71 the ,secretary of the ,treasury shall transfer from the general fund of the ,treasury into the ,trust ,fund #d1ejj1jjj1jjj for fiscal year #bjba and each fiscal year thereafter1 to remain available until expended4 4 7b7 ,regulations ,not later than #ahj days after the date of enactment of this ,act1 the ,secretary of ,agriculture and the ,secretary of the ,interior shall issue regulations necessary to carry out the amendments made by this section4 #bjb4 ,reforest ,america ,grant ,program ,the ,cooperative ,forestry ,assistance ,act of #aigh is amended by inserting after section #e 7#af ,u4,s4,c4 urban area for which the aggregate percentage of residents who identify as ,black1 ,african-,american1 ,asian1 ,pacific ,islander1 ,hispanic1 ,latino1 other non-,white race1 or linguistically isolated is-- 7,a7 not less than #ej percent2 or 7,b7 is significantly higher than the ,state average4 7#b7 ,eligible cost ,the term eligible cost means1 with respect to a project of an eligible entity under the ,program-- 7,a7 the cost of implementing a reforestation project1 including by-- 7i7 planning and designing the reforestation activity1 including considering relevant science2 7ii7 establishing tree nurseries2 7iii7 purchasing trees2 and 7iv7 ecologically based site preparation1 including the labor and cost associated with the use of machinery2 7,b7 the cost of maintaining and monitoring planted trees for a period of up to #c years to ensure successful establishment of the trees2 7,c7 with respect to reforestation in an urban area under subsection 7e7 in a low income community that has an existing tree canopy cover of not more than #bj percent1 not more than #ej percent of the cost of the maintenance of any nearby tree canopy2 and 7,d7 any other relevant cost1 as determined by the ,secretary4 7#c7 ,eligible entity ,the term eligible entity means-- 7,a7 a ,state agency2 7,b7 a local governmental entity2 7,c7 an ,indian ,tribe2 and 7,d7 a nonprofit organization4 7#d7 ,eligible land 7,a7 ,in general ,the term eligible land means-- 7i7 land owned in fee simple by an eligible entity-- 7,i7 7aa7 for which1 at the time of application to the ,program under subsection 7c71 the forest stocking level of the land is less than #be percent of regional norms for forest properties with comparable tree species and soil characteristics2 and 7bb7 that is in need of active reforestation due to events such as-- 7,,aa7 high intensity wildfire2 7,,bb7 pest infestation2 7,,cc7 invasive species2 and 7,,dd7 drought and other extreme weather2 or 7,,ii7 that was formerly forest land and has been abandoned or incompletely reclaimed from mining1 commercial development1 clearing for agriculture1 or other nonforest use2 and 7ii7 with respect to reforestation in an urban area under subsection 7e71 land in that urban area that is owned in fee simple by an eligible entity4 7,b7 ,exclusion ,the term eligible land does not include land on which the eligible entity conducted a timber harvest-- 7i7 not later than #e years before the date on which the eligible entity submits an application under subsection 7c72 and 7ii7 that resulted in a forest stocking level described in subparagraph 7,a77i77,i77aa74 7#e7 ,indian ,tribe ,the term ,indian ,tribe has the meaning given the term ,indian tribe in section #d of the ,indian ,self-,determination and ,education ,assistance ,act 7#be ,u4,s4,c4 #ecjd74 7#f7 ,local governmental entity ,the term local governmental entity means any municipal government or county government with jurisdiction over local land use decisions4 7#g7 ,low income community ,the term low income community means any census block group in an urban area in which not less than #cj percent of the population lives below the poverty line 7as defined in section #fgc of the ,community ,services ,block ,grant ,act 7#db ,u4,s4,c4 #iijb774 7#h7 ,nonprofit organization ,the term nonprofit organization means an organization that-- 7,a7 is described in section #agj7;h77#c7 of the ,internal ,revenue ,code of #aihf2 and 7,b7 operates in accordance with #a or more of the purposes described in section #agj7;h77#d77;,a7 of that ,code4 7#i7 ,program ,the term ,program means the ,reforest ,america ,grant ,program established under subsection 7b77#a74 7#aj7 ,secretary ,the term ,secretary means the ,secretary of ,agriculture1 acting through the ,chief of the ,forest ,service4 7#aa7 ,urban area ,the term urban area means an area identified by the ,bureau of the ,census as an urban area in the most recent census4 7b7 ,establishment 7#a7 ,in general ,the ,secretary shall establish a program1 to be known as the ,reforest ,america ,grant ,program1 under which the ,secretary shall award grants to eligible entities to conduct projects to reforest eligible land in accordance with this section4 7#b7 ,reforestation ,in carrying out the ,program1 the ,secretary shall1 to the maximum extent practicable1 award sufficient grants each year to plant-- 7,a7 #ej1jjj1jjj trees in each of calendar years #bjba and #bjbb2 7,b7 #ajj1jjj1jjj trees in each of calendar years #bjbc and #bjbd2 7,c7 #aej1jjj1jjj trees in each of calendar years #bjbe and #bjbf2 and 7,d7 #bej1jjj1jjj trees in calendar year #bjbg and each calendar year thereafter4 7c7 ,applications 7#a7 ,in general ,an eligible entity that seeks to receive a grant under the ,program shall submit an application at such time1 in such form1 and containing such information as the ,secretary may require1 including the information described in paragraph 7#b71 to-- 7,a7 the ,state forester or equivalent official of the ,state in which the eligible entity is located2 or 7,b7 in the case of an eligible entity that is an ,indian ,tribe1 an official of the governing body of the ,indian ,tribe4 7#b7 ,contents ,an application submitted under paragraph 7#a7 shall include-- 7,a7 the reason that the forest stocking level of the land is less than #be percent of regional norms for forest properties with comparable tree species and soil characteristics1 if applicable2 7,b7 the natural1 economic1 and environmental benefits of returning the eligible land to forested condition2 7,c7 an estimate of the annual carbon sequestration that will be achieved by the replanted forests1 using processes determined by the ,secretary2 7,d7 a reforestation plan that includes-- 7i7 a list of expected eligible costs2 7ii7 a description of the site preparation and the tree species to be planted2 7iii7 a description of the manner in which the design of the project is informed by climate change science and will enhance forest health1 resilience1 and biodiversity2 7iv7 an explanation of the manner in which the land will be maintained for #cf months after planting to ensure successful establishment2 and 7v7 an explanation of the manner in which the land will be managed later than #cf months after planting1 including whether that management shall include a timber harvest2 7,e7 in the case of an application for an urban reforestation project under subsection 7e7-- 7i7 a description of the manner in which the tree planting shall address disparities in local environmental quality1 such as lower tree canopy cover2 and 7ii7 a description of the anticipated community and stakeholder engagement in the project2 and 7,f7 any other relevant information required by the ,secretary4 7#c7 ,applications to ,secretary ,each official that receives an application under paragraph 7#a7 shall submit the application to the ,secretary with a description of the application and any other relevant information that the ,secretary may require4 7d7 ,priority 7#a7 ,definition of connectivity ,in this subsection1 the term connectivity means the degree to which the landscape facilitates native species movement4 7#b7 ,priority ,in awarding grants under the ,program1 the ,secretary shall give priority-- 7,a7 to projects that provide the largest potential increase in carbon sequestration per dollar2 7,b7 to projects that provide increased habitat connectivity for wildlife2 7,c7 to projects under which an eligible entity will enter into a contract or cooperative agreement with #a or more qualified youth or conservation corps 7as the term is defined in section #bjc of ,public ,law #ia-cgh 7commonly known as the ,youth ,conservation ,corps ,act of #aigj7 7#af ,u4,s4,c4 #agbb772 and 7,d7 in the case of urban reforestation projects under subsection 7e71 to projects that-- 7i7 are located in a community of color or a low-income community2 7ii7 are located in a neighborhood with poor local environmental quality1 including lower tree canopy cover and higher maximum daytime summer temperatures2 7iii7 are located in a neighborhood with high amounts of senior citizens or children2 7iv7 are located immediately adjacent to large numbers of residents2 7v7 will collaboratively engage neighbors and community members that will be closely affected by the tree planting in as many aspects of project development and implementation as possible2 and 7vi7 will employ a substantial percentage of the workforce locally1 with a focus on engaging unemployed and underemployed persons in communities of color and low-income communities4 7e7 ,urban reforestation 7#a7 ,in general ,in carrying out the ,program1 the ,secretary shall award sufficient grants each year to projects carried out in urban areas to plant1 to the maximum extent practicable-- 7,a7 #e1jjj1jjj trees in each of calendar years #bjba through #bjbc2 7,b7 #aj1jjj1jjj trees in each of calendar years #bjbd through #bjbg2 and 7,c7 #ae1jjj1jjj trees in calendar year #bjbh and each calendar year thereafter4 7#b7 ,federal share ,the ,secretary shall award a grant to an eligible entity under the ,program to conduct a reforestation project in an urban area in an amount equal to not more than #ij percent of the cost of reforesting the eligible land1 as determined by the ,secretary4 7#c7 ,matching requirement ,as a condition of receiving a grant described in paragraph 7#b71 an eligible entity shall provide1 in cash or through in-kind contributions from non-,federal sources1 matching funds in an amount equal to not less than #aj percent of the cost of reforesting the eligible land1 as determined by the ,secretary4 7f7 ,prohibited conversion to nonforest use 7#a7 ,in general ,subject to paragraphs 7#b7 and 7#c71 an eligible entity that receives a grant under the ,program shall not sell or convert land that was reforested under the ,program to nonforest use4 7#b7 ,reimbursement of funds ,an eligible entity that receives a grant under this ,program and sells or converts land that was reforested under the ,program to nonforest use shall pay to the ,federal ,government an amount equal to the greater of-- 7,a7 the amount of the grant2 and 7,b7 the current appraised value of timber stocks on that land4 7#c7 ,loss of eligibility ,an eligible entity that receives a grant under this ,program and sells or converts land that was reforested under the ,program to nonforest use shall not be eligible for additional grants under the ,program4 7g7 ,costs 7#a7 ,federal share ,unless otherwise provided under this section1 the ,secretary shall award a grant to an eligible entity under the ,program in an amount equal to not more than #ge percent of the cost of reforesting the eligible land1 as determined by the ,secretary4 7#b7 ,matching requirement ,unless otherwise provided under this section1 as a condition of receiving a grant under the ,program1 an eligible entity shall provide1 in cash or through in-kind contributions from non-,federal sources1 matching funds in an amount equal to not less than #be percent of the cost of reforesting the eligible land1 as determined by the ,secretary4 7h7 ,planting survival ,an eligible entity that receives a grant under the ,program shall-- 7#a7 not later than #cf months after planting has been completed using the grant funds1 submit to the responsible ,state or ,tribal official1 as applicable1 a monitoring report that describes project implementation1 including the survival rate of all plantings made under the grant2 and 7#b7 if the survival rate reported in the monitoring report under paragraph 7#a7 is1 after #cf months1 less than the required minimum survival rate for the geographic area in which the planting is located1 as determined by a ,state forester or equivalent ,state or ,tribal official1 as applicable1 replant tree seedlings in a quantity equivalent to half of the original planting1 using comparable means to the original planting4 7i7 ,prevailing wage requirement ,any contractor or subcontractor entering into a service contract in connection with a project under the ,program shall-- 7#a7 be treated as a ,federal contractor or subcontractor for purposes of chapter #fg of title #da1 ,united ,states ,code 7commonly known as the ,mc,namara-,o',hara ,service ,contract ,act of #aife72 and 7#b7 pay each class of employee employed by the contractor or subcontractor wages and fringe benefits at rates in accordance with prevailing rates for the class in the locality1 or1 where a collective-bargaining agreement covers the employee1 in accordance with the rates provided for in the agreement1 including prospective wage increases provided for in the agreement4 7j7 ,report ,the ,secretary shall annually submit to the relevant committees of ,congress a report that describes the activities of the ,program1 including the total amount of carbon sequestered by replanted forests during the year covered by the report4 7k7 ,funding 7#a7 ,in general ,of the funds of the ,reforestation ,trust ,fund established under section #cjc of ,public ,law #if-dea 7#af ,u4,s4,c4 #afjf;a71 the ,secretary shall use such sums as are necessary to carry out the ,program4 7#b7 ,administrative costs and technical assistance ,of the funds used under paragraph 7#a71 the ,secretary shall allocate not more than #aj percent for each fiscal year to ,state foresters or equivalent officials1 including equivalent officials of ,indian ,tribes1 for administrative costs and technical assistance under the ,program4 4 #bjc4 ,urban wood programs 7a7 ,in general ,the ,cooperative ,forestry ,assistance ,act of #aigh 7#af ,u4,s4,c4 #baja et seq47 is amended by adding at the end the following3 #ba4 ,urban wood programs 7a7 ,definitions ,in this section3 7#a7 ,innovative urban wood product ,the term innovative urban wood product means a wood product that uses wood residues and byproducts from urban forest management1 building deconstruction1 and other related sources of wood generated in urban areas4 7#b7 ,secretary ,the term ,secretary means the ,secretary1 acting through the ,research and ,development ,deputy ,area and the ,state and ,private ,forestry ,deputy ,area of the ,forest ,service4 7#c7 ,wood product ,the term wood product includes-- 7,a7 building material made of wood2 7,b7 a durable home product made of wood2 and 7,c7 a woody residue used for bioenergy4 7b7 ,urban wood research and development program 7#a7 ,definition of eligible entity ,in this subsection1 the term eligible entity means-- 7,a7 a unit of ,state1 ,tribal1 or local government2 7,b7 a land-grant college or university 7as defined in section #adjd of the ,national ,agricultural ,research1 ,extension1 and ,teaching ,policy ,act of #aigg 7#g ,u4,s4,c4 #cajc77 or other institution of higher education2 7,c7 a nonprofit organization2 and 7,d7 any other entity1 as determined by the ,secretary4 7#b7 ,establishment ,the ,secretary shall establish a program to facilitate the use of innovative urban wood products in incorporated cities and towns in the ,united ,states by-- 7,a7 conducting performance-driven research and development relating to the potential sources and uses of urban wood products2 7,b7 providing education and technical assistance to eligible entities relating to the potential sources and uses of urban wood products2 and 7,c7 awarding grants under paragraph 7#e74 7#c7 ,collaboration ,in carrying out the program established under paragraph 7#b71 the ,secretary shall obtain input and guidance from1 and collaborate with-- 7,a7 the wood products industry2 7,b7 conservation organizations2 7,c7 community organizations2 and 7,d7 institutions of higher education4 7#d7 ,research and development1 education1 and technical assistance ,the ,secretary shall carry out subparagraphs 7,a7 and 7,b7 of paragraph 7#b7 at the ,forest ,products ,laboratory of the ,department of ,agriculture or through the ,state and ,private ,forestry ,deputy ,area in a manner that meets the needs of municipalities1 private companies1 trade and technical schools1 and other entities that work with urban wood4 7#e7 ,grants ,after obtaining input and guidance from the entities described in paragraph 7#c71 the ,secretary shall award grants on a competitive basis to eligible entities to conduct research and development and provide education and technical assistance that-- 7,a7 increases the use of urban wood2 and 7,b7 provides increased employment opportunities in the urban wood industry and related fields4 7#f7 ,priorities ,in carrying out the program established under paragraph 7#b71 the ,secretary shall give priority to projects and activities that-- 7,a7 7i7 identify new products that can be created from urban wood2 or 7ii7 improve on existing processes to produce innovative urban wood products with greater efficiency and quality2 7,b7 facilitate improved commercialization of innovative urban wood products2 7,c7 engage unemployed and underemployed persons in disadvantaged communities in worker training1 full-time employment1 and incubation of new commercial enterprises2 and 7,d7 increase the carbon mitigation benefit of the management of urban wood1 as measured by the lifecycle environmental footprint of a wood product or production process1 beginning with the collection of raw urban wood materials and ending with the manufacturing process4 7#g7 ,timeframe ,to the maximum extent practicable1 the measurable performance goals for the research and development1 education1 and technical assistance conducted under the program established under paragraph 7#b7 shall be achievable within a #aj-year timeframe beginning on the date of establishment of the program4 7c7 ,urban wood building competition ,beginning in fiscal year #bjba1 the ,secretary shall carry out an annual competition1 in accordance with section #bd of the ,stevenson-,wydler ,technology ,innovation ,act of #aihj 7#ae ,u4,s4,c4 #cgai71 for-- 7#a7 innovative urban wood products and manufacturing processes2 or 7#b7 other innovative wood product demonstrations4 7d7 ,funding ,of the funds of the ,reforestation ,trust ,fund established under section #cjc of ,public ,law #if-dea 7#af ,u4,s4,c4 #afjf;a71 the ,secretary shall use #ce1jjj1jjj each fiscal year to carry out this section4 4 7b7 ,urban wood innovation grants ,section #hfdc of the ,agriculture ,improvement ,act of #bjah 7#g ,u4,s4,c4 #gfee;d7 is amended-- 7#a7 in subsection 7a7-- 7,a7 by redesignating paragraph 7#b7 as paragraph 7#c72 and 7,b7 by inserting after paragraph 7#a7 the following3 7#b7 ,innovative urban wood product ,the term innovative urban wood product means a wood product that uses wood residues and byproducts from urban forest management1 building deconstruction1 and other related sources of wood generated in urban areas4 2 7#b7 in subsection 7b7-- 7,a7 in paragraph 7#a71 by striking 7,october #bj1 #bjae771 may and inserting the following3 7,october #bj1 #bjae77-- 7,a7 may 2 7,b7 in subparagraph 7,a7 7as so designated71 by striking the period at the end and inserting 2 and2 and 7,c7 by adding at the end the following3 7,b7 shall1 to the maximum extent practicable1 award #a or more wood innovation grants each year to eligible entities for the purpose of advancing the use of innovative urban wood products4 2 and 7#c7 in subsection 7c71 by striking under subsection 7b77#b7 and inserting for grants under subsection 7b77#a77;,a74 #bjd4 ,stewardship ,corps 7a7 ,in general ,the ,secretary of ,agriculture 7referred to in this section as the ,secretary71 in consultation with the ,secretary of the ,interior1 shall establish a civilian conservation corps1 to be known as the ,stewardship ,corps 7referred to in this section as the ,stewardship ,corps71 to provide youth from low-income communities1 indigenous communities1 and communities of color with the academic1 vocational1 and social skills necessary to pursue long term1 productive careers in the forest sector and the wetland restoration sector4 7b7 ,reforestation and restoration on ,federal land ,to the maximum extent practicable1 members of the ,stewardship ,corps shall perform-- 7#a7 7,a7 in each of calendar years #bjba through #bjbe1 not less than #bj percent of the reforestation required under subsections 7d77#b7 and 7e7 of section #cjc of ,public ,law #if-dea 7#af ,u4,s4,c4 #afjf;a72 and 7,b7 in calendar years #bjbf and each calendar year thereafter1 not less than #dj percent of the reforestation described in subparagraph 7,a72 and 7#b7 7,a7 in each of calendar years #bjba through #bjbe1 not less than #bj percent of the wetlands restoration required under section #cjg2 and 7,b7 in calendar year #bjbf and each calendar year thereafter1 not less than #dj percent of the wetlands restoration described in subparagraph 7,a74 7c7 ,duration of participation ,an individual shall serve in the ,stewardship ,corps for not more than #b years4 7d7 ,housing and care ,the ,secretary shall provide to each member of the ,stewardship ,corps housing1 subsistence1 clothing1 medical attention 7including hospitalization71 transportation1 and a cash allowance1 as determined necessary by the ,secretary4 7e7 ,compensation ,members of the ,stewardship ,corps shall be paid at a rate in accordance with the prevailing rate for a similar class of ,federal employees in the locality4 7f7 ,job placement ,the ,secretary shall assist members of the ,stewardship ,corps with obtaining employment in the forest sector and the wetlands restoration sector on the completion of service under the ,stewardship ,corps4 ,,iii ,coastal wetland #cja4 ,definitions ,in this title3 7#a7 ,administrator ,the term ,administrator means the ,under ,secretary of ,commerce for ,oceans and ,atmosphere and ,administrator of the ,national ,oceanic and ,atmospheric ,administration4 7#b7 ,coastal wetland ,the term coastal wetland means estuarine vegetated coastal habitat1 including salt marsh1 seagrass1 mangrove1 and other vegetated marine habitats4 7#c7 ,indian ,tribe ,the term ,indian ,tribe has the meaning given the term ,indian tribe in section #d of the ,indian ,self-,determination and ,education ,assistance ,act 7#be ,u4,s4,c4 #ecjd74 7#d7 ,institution of higher education ,the term institution of higher education has the meaning given that term in section #aja of the ,higher ,education ,act of #aife 7#bj ,u4,s4,c4 #ajja74 7#e7 ,natural infrastructure ,the term natural infrastructure means infrastructure that-- 7,a7 uses1 restores1 or emulates natural ecological processes2 and 7,b7 7i7 is created through the action of natural physical1 geological1 biological1 and chemical processes over time2 7ii7 is created by human design1 engineering1 and construction to emulate or act in concert with natural processes2 or 7iii7 involves the use of plants1 soils1 and other natural features1 including through the creation1 restoration1 or preservation of vegetated areas using materials appropriate to the area4 7#f7 ,nonprofit organization ,the term nonprofit organization means an organization that is described in section #eja7;c7 of the ,internal ,revenue ,code of #aihf and exempt from tax under section #eja7;a7 of such ,code4 7#g7 ,program ,the term ,program means the ,coastal and ,estuary ,resilience ,grant ,program as established by section #cjb4 7#h7 ,restoration ,the term restoration means renewing1 enhancing1 or replacing degraded1 damaged1 vulnerable1 or destroyed wetlands to improve the ecosystem function and resilience through active human intervention and action1 such as-- 7,a7 improving hydrological conditions 7such as by removing tidal barriers1 improving connectivity1 or changing water levels72 7,b7 altering sediment supply 7such as through the beneficial use of dredge material1 thin-layer spraying1 or reconnecting river sediment72 7,c7 changing salinity characteristics2 7,d7 improving water quality 7such as by reducing excess nutrients1 sedimentation1 or contaminants72 7,e7 planting of native plants1 removal of invasive species1 and other improved management practices2 7,f7 controlling erosion of wetland edges2 and 7,g7 enabling future inland migration as sea levels rise1 including through the enhancement of adjacent fresh water wetlands4 7#i7 ,state ,the term ,state means a ,state1 the ,district of ,columbia1 or any territory or possession of the ,united ,states4 #cjb4 ,coastal and ,estuary ,resilience ,grant ,program 7a7 ,establishment ,the ,secretary of ,commerce shall establish a program1 to be known as the ,coastal and ,estuary ,resilience ,grant ,program1 under which the ,secretary awards grants to entities that are eligible under subsection 7b7 to fund coastal wetland restoration projects that are eligible under subsection 7c74 7b7 ,eligible entities ,an entity is eligible to apply for a grant under the ,program if the entity is an institution of higher education1 a nonprofit organization1 a ,state or local government1 or an ,indian ,tribe4 7c7 ,eligible projects ,a project is eligible for a grant under the ,program if the project is designed to reduce net greenhouse gases through one of the following3 7#a7 ,the sequestration of additional carbon dioxide through-- 7,a7 the active restoration of degraded coastal wetland2 and 7,b7 the protection of threatened coastal wetland4 7#b7 ,the halting of ongoing carbon dioxide emissions1 and the resumption of the natural rate of carbon capture1 through the restoration of drained coastal wetland4 7#c7 ,the halting of ongoing methane emissions1 and the resumption of the natural rate of carbon storage1 through the restoration of formerly tidal wetland that has lost tidal connectivity and become fresh wetland 7commonly known as impounded wetland74 7d7 ,grant evaluation criteria ,in reviewing applications for grants under the ,program1 the ,secretary shall give priority to projects that exhibit the highest potential to-- 7#a7 mitigate greenhouse gas emissions by-- 7,a7 reducing greenhouse gas emissions2 or 7,b7 capturing and storing greenhouse gases2 7#b7 reinforce ecosystem resilience and adaptation by-- 7,a7 preparing for sea level rise in order to reduce vulnerability to sea level rise and erosion2 7,b7 supporting resilience against flooding and sea level rise2 or 7,c7 restoring or enhancing ecosystem function2 or 7#c7 provide economic and social co-benefits by-- 7,a7 reducing the potential impact and damage of storms on the built environment2 7,b7 advancing environmental justice by reducing the disproportionate impacts of environmental hazards on communities of color1 indigenous communities1 and low-income communities2 7,c7 providing jobs in coastal communities2 7,d7 including elements of natural infrastructure2 7,e7 incorporating collaborative partnerships2 or 7,f7 involving local communities in project planning and implementation4 7e7 ,matching funds 7#a7 ,inclusion in applications ,an eligible entity under subsection 7b7 may include in an application for a grant under the ,program a commitment to provide non-,federal resources 7including in-kind contributions and volunteer hours7 to match the amount of grant4 7#b7 ,consideration ,in reviewing an application for a grant under the ,program1 the ,secretary may consider the inclusion of a commitment under paragraph 7#a7 but may not require such a commitment as a condition of receiving a grant4 7f7 ,eligible costs ,a grant awarded under the ,program shall be available for all phases of the development1 implementation1 and monitoring of projects that are eligible under subsection 7c71 including-- 7#a7 preliminary community engagement1 planning1 and prioritization2 7#b7 preliminary design and site assessment1 including-- 7,a7 assessments of feasibility2 7,b7 planning2 and 7,c7 community engagement2 7#c7 final design and permitting2 7#d7 restoration and project implementation2 and 7#e7 monitoring1 reporting1 and stewardship4 7g7 ,reporting 7#a7 ,in general ,an entity that receives a grant under the ,program for a project shall-- 7,a7 collect data on the development and implementation of the project and stewardship following completion of the project2 and 7,b7 submit that data to the ,administrator for inclusion in the database required by section #cjc7;a74 7#b7 ,report after project completion ,not later than #a year after the completion of a project for which a grant is provided under the ,program1 the entity that received the grant shall submit to the ,administrator a report on the outputs1 outcomes1 and impacts of the project1 including with respect to-- 7,a7 the amount of area restored2 7,b7 the estimated net climate benefit2 7,c7 benefits to nearby communities2 and 7,d7 involvement of partners and communities4 7h7 ,monitoring ,the ,secretary shall establish guidelines providing for monitoring a project for which a grant is provided under the ,program for the #aj-year period after the grant is awarded4 7i7 ,role of ,national ,fish and ,wildlife ,foundation ,in carrying out the ,program1 the ,secretary may consult1 partner1 or otherwise coordinate with the ,national ,fish and ,wildlife ,foundation established by section #b7;a7 of the ,national ,fish and ,wildlife ,foundation ,establishment ,act 7#af ,u4,s4,c4 #cgja7;a774 #cjc4 ,data collection 7a7 ,database 7#a7 ,in general ,the ,administrator shall maintain a coastal wetland restoration database to collect information about projects that receive grants under the ,program4 7#b7 ,design ,the ,administrator shall design the database required by paragraph 7#a7 to collect performance metrics on the development and implementation of projects that receive grants under the ,program and stewardship following completion of such projects to evaluate the success of those projects and inform the design of future projects in an adaptive manner4 7#c7 ,included metrics ,the database required by paragraph 7#a7 shall include standardized metrics for reporting such as-- 7,a7 7,g7 other metrics selected by the ,administrator4 7#d7 ,public availability ,the ,administrator shall make products of the database publicly available and disseminate important findings to the public4 7b7 ,inventory of coastal wetland ,the ,administrator shall compile an inventory of coastal wetland4 #cjd4 ,outreach and technical assistance ,the ,administrator shall establish a technical assistance program to help entities outside of the ,national ,oceanic and ,atmospheric ,administration in all phases of coastal wetland restoration project work1 including outreach to potential applicants for grants under section #cjb4 #cje4 ,annual restoration and funding 7a7 ,acreage requirements ,to the maximum extent practicable1 the ,secretary of ,commerce shall award grants under the ,program to conduct coastal wetland restoration on #a1ejj1jjj acres over #aj years1 as follows3 7#a7 ,on #ej1jjj acres in each of fiscal years #bjba and #bjbb4 7#b7 ,on #ajj1jjj acres in each of fiscal years #bjbc and #bjbd4 7#c7 ,on #aej1jjj acres in each of fiscal years #bjbe and #bjbf4 7#d7 ,on #bbe1jjj acres in fiscal year #bjbg and each fiscal year thereafter4 7b7 ,funding 7#a7 ,in general ,on ,october #a of each fiscal year1 out of any funds in the ,treasury not otherwise appropriated1 the ,secretary of the ,treasury shall transfer to the ,secretary of ,commerce to provide grants under the ,program1 to remain available until expended-- 7,a7 #a1bej1jjj1jjj for each of fiscal years #bjba and #bjbb2 7,b7 #b1ejj1jjj1jjj for each of fiscal years #bjbc and #bjbd2 7,c7 #c1gej1jjj1jjj for each of fiscal years #bjbe and #bjbf2 and 7,d7 #e1fbe1jjj1jjj for each of fiscal years #bjbg through #bjcj4 7#b7 ,receipt and acceptance ,the ,secretary of ,commerce shall be entitled to receive1 shall accept1 and shall use to provide grants under the ,program in accordance with paragraph 7#a7 the funds transferred under that paragraph1 without further appropriation4 7c7 ,supplement not supplant ,the amount authorized to be appropriated by subsection 7a7 shall supplement and not supplant other amounts available to the ,secretary of ,commerce4 #cjf4 ,prevailing wage requirement ,any contractor or subcontractor entering into a service contract in connection with a project under the ,program shall-- 7#a7 be treated as a ,federal contractor or subcontractor for purposes of chapter #fg of title #da1 ,united ,states ,code 7commonly known as the ,mc,namara-,o',hara ,service ,contract ,act of #aife72 and 7#b7 pay each class of employee employed by the contractor or subcontractor wages and fringe benefits at rates in accordance with prevailing rates for the class in the locality1 or1 where a collective-bargaining agreement covers the employee1 in accordance with the rates provided for in the agreement1 including prospective wage increases provided for in the agreement4 #cjg4 ,department of the ,interior coastal wetland restoration2 funding 7a7 ,in general ,the ,secretary of the ,interior shall conduct coastal wetland restoration on land managed by the ,secretary of the ,interior to achieve at least #a of the following3 7#a7 ,the sequestration of additional carbon dioxide through-- 7,a7 the active restoration of degraded coastal wetland2 and 7,b7 the protection of threatened coastal wetland4 7#b7 ,the halting of ongoing carbon dioxide emissions1 and the resumption of the natural rate of carbon capture1 through the restoration of drained coastal wetland4 7#c7 ,the halting of ongoing methane emissions1 and the resumption of the natural rate of carbon storage1 through the restoration of formerly tidal wetland that has lost tidal connectivity and become fresh wetland 7commonly known as impounded wetland74 7b7 ,acreage requirements ,to the maximum extent practicable1 the ,secretary of the ,interior shall conduct coastal wetland restoration under subsection 7a7-- 7#a7 on land managed by the ,director of the ,united ,states ,fish and ,wildlife ,service-- 7,a7 on #aj1jjj acres in each of fiscal years #bjba and #bjbb2 7,b7 on #bj1jjj acres in each of fiscal years #bjbc and #bjbd2 and 7,c7 on #cj1jjj acres in fiscal
