redesignating subsection 7c7 as         
subsection 7d72 and  7#b7 by inserting  

after subsection 7b7 the following3  7c7
 7#a7 ,the authority granted to the     
,president by this section does not     
include the authority to impose duties  
or tariff-rate quotas or 7subject to    
paragraph 7#b77 other quotas on articles
 entering the ,united ,states4  7#b7    
,the limitation under paragraph 7#a7    
does not prohibit the ,president from   
excluding all articles1 or all of a     
certain type of article1 imported from a
 country from entering the ,united
