,to provide for the compensation of     
,federal and other government employees 
affected by lapses in appropriations4   
#a4 ,short title ,this ,act may be cited
 as the ,government ,employee ,fair     

,treatment ,act of #bjai4  #b4          
,compensation for ,federal and other    
government employees affected by a lapse
 in appropriations ,section #acda of    
title #ca1 ,united ,states ,code1 is    
amended-- 7#a7 in subsection 7a77#a71 by
 striking ,an officer and inserting     
,except as specified in this subchapter 
or any other provision of law1 an       
officer2 and  7#b7 by adding at the end 
the following3  7c7 7#a7 ,in this       
subsection--  7,a7 the term covered     
lapse in appropriations means any lapse 
in appropriations that begins on or     
after ,december #bb1 #bjah2  7,b7 the   
term ,district of ,columbia public      
employer means--  7i7 the ,district of  
,columbia ,courts2  7ii7 the ,public    
,defender ,service for the ,district of 
,columbia2 or  7iii7 the ,district of   
,columbia government2  7,c7 the term    
employee includes an officer2 and  7,d7 
the term excepted employee means an     
excepted employee or an employee        
performing emergency work1 as such terms

 are defined by the ,office of          
,personnel ,management or the           
appropriate ,district of ,columbia      
public employer1 as applicable4  7#b7   
,each employee of the ,united ,states   
,government or of a ,district of        
,columbia public employer furloughed as 
a result of a covered lapse in          
appropriations shall be paid for the    
period of the lapse in appropriations1  
and each excepted employee who is       
required to perform work during a       
covered lapse in appropriations shall be
 paid for such work1 at the employee's  
standard rate of pay1 at the earliest   
date possible after the lapse in        
appropriations ends1 regardless of      
scheduled pay dates4  7#c7 ,during a    
covered lapse in appropriations1 each   
excepted employee who is required to    
perform work shall be entitled to use   
leave under chapter #fc of title #e1 or 
any other applicable law governing the  
use of leave by the excepted employee1  
for which compensation shall be paid at 

the earliest date possible after the    
lapse in appropriations ends1 regardless
 of scheduled pay dates4  4  ,january
