,short title ,this ,act may be cited as the ,christa ,mc,auliffe ,commemorative ,coin ,act of #bjai4 #b4 ,findings ,congress finds the following3 7#a7 ,christa ,mc,auliffe was a social studies teacher at ,concord ,high ,school in ,concord1 ,new ,hampshire4 7#b7 ,in #aihe1 ,christa ,mc,auliffe was selected to be the first participant in the ,teacher in ,space program of the ,national ,aeronautics and ,space ,administration4 7#c7 ,on ,january #bh1 #aihf1 ,christa ,mc,auliffe and #f other astronauts were tragically killed during the ,space ,shuttle ,challenger disaster4 7#d7 ,in #aihi1 ,for ,inspiration and ,recognition of ,science and ,technology 7in this ,act referred to as ,,first7 was founded to inspire young people's interest and participation in science and technology4 7#e7 ,the mission of ,,first is to inspire young people to be science and technology leaders1 by engaging them in exciting mentor-based programs that build science1 engineering1 and technology skills1 that inspire innovation1 and that foster well-rounded life capabilities including self-confidence1 communication1 and leadership4 7#f7 #bjai marks the #cjth anniversary of the founding of ,,first4 7#g7 ,each year1 more than #a1jjj1jjj children from the ,united ,states and more than #hf countries participate in a ,,first program4 7#h7 ,studies have shown that alumni of ,,first programs are more likely to become scientists and engineers and to volunteer in their communities4 7#i7 ,,first is dedicated to carrying on the mission of ,christa ,mc,auliffe of inspiring students and creating a new generation of dreamers and innovators4 7#aj7 #bjaf marked the #cjth anniversary of the ,space ,shuttle ,challenger tragedy4 #c4 ,coin specifications 7a7 ,denominations ,in commemoration of ,christa ,mc,auliffe1 the ,secretary of the ,treasury 7hereafter referred to in this ,act as the ,secretary7 shall mint and issue not more than #cej1jjj #a coins1 each of which shall-- 7#a7 weigh #bf4gc grams2 7#b7 have a diameter of #a4ejj inches2 and 7#c7 contain at least #ij percent silver4 7b7 ,legal tender ,the coins minted under this ,act shall be legal tender1 as provided in section #eajc of title #ca1 ,united ,states ,code4 7c7 ,numismatic items ,for purposes of sections #eacd and #eacf of title #ca1 ,united ,states ,code1 all coins minted under this ,act shall be considered to be numismatic items4 #d4 ,design of coins 7a7 ,design requirements 7#a7 ,in general ,the design of the coins minted under this ,act shall bear-- 7,a7 an image of and the name of ,christa ,mc,auliffe on the obverse side2 and 7,b7 a design on the reverse side that depicts the legacy of ,christa ,mc,auliffe as a teacher4 7#b7 ,designation and inscriptions ,on each coin minted under this ,act1 there shall be-- 7,a7 a designation of the value of the coin2 7,b7 an inscription of the year #bjbj2 and 7,c7 inscriptions of the words ,liberty1 ,in ,god ,we ,trust1 ,united ,states of ,america1 and ,e ,pluribus ,unum4 7b7 ,selection ,the design for the coins minted under this ,act shall be-- 7#a7 selected by the ,secretary1 after consultation with the family of ,christa ,mc,auliffe1 ,,first1 and the ,commission of ,fine ,arts2 and 7#b7 reviewed by the ,citizens ,coinage ,advisory ,committee4 #e4 ,issuance of coins 7a7 ,quality of coins ,coins minted under this ,act shall be issued in uncirculated and proof qualities4 7b7 ,mint facility ,only #a facility of the ,united ,states ,mint may be used to strike any particular quality of the coins minted under this ,act4 7c7 ,period for issuance ,the ,secretary may issue coins under this ,act only during the period beginning on ,january #a1 #bjbj1 and ending on ,december #ca1 #bjbj4 #f4 ,sale of coins 7a7 ,sale price ,the coins issued under this ,act shall be sold by the ,secretary at a price equal to the sum of-- 7#a7 the face value of the coins2 7#b7 the surcharge provided under section #g7;a7 with respect to the coins2 and 7#c7 the cost of designing and issuing the coins1 including-- 7,a7 labor2 7,b7 materials2 7,c7 dies2 7,d7 use of machinery2 7,e7 overhead expenses2 7,f7 marketing2 and 7,g7 shipping4 7b7 ,bulk sales ,the ,secretary shall make bulk sales of the coins issued under this ,act at a reasonable discount4 7c7 ,prepaid orders 7#a7 ,in general ,the ,secretary shall accept prepaid orders for the coins minted under this ,act before the issuance of the coins4 7#b7 ,discount ,sale prices with respect to prepaid orders under paragraph 7#a7 shall be at a reasonable discount4 #g4 ,surcharges 7a7 ,in general ,all sales of coins issued under this ,act shall include a surcharge of #aj per coin4 7b7 ,distribution ,subject to section #eacd7;f7 of title #ca1 ,united ,states ,code1 and section #h7b71 all surcharges received by the ,secretary from the sale of coins issued under this ,act shall be promptly paid by the ,secretary to the ,,first robotics program for the purpose of engaging and inspiring young people1 through mentor-based programs1 to become leaders in the fields of science1 technology1 engineering1 and mathematics4 7c7 ,audits ,the ,,first robotics program shall be subject to the audit requirements of section #eacd7;f77#b7 of title #ca1 ,united ,states ,code1 with respect to the amounts received under subsection 7b74 #h4 ,financial assurances ,the ,secretary shall take such actions as may be necessary to ensure that-- 7#a7 minting and issuing coins under this ,act result in no net cost to the ,federal ,government2 and 7#b7 no funds1 including applicable surcharges1 are disbursed to any recipient designated in section #g7;b7 until the total cost of designing and issuing all of the coins authorized by this ,act1 including labor1 materials1 dies1 use of machinery1 overhead expenses1 marketing1 and shipping1 is recovered by the ,united ,states ,treasury1 consistent with sections #eaab7m7 and #eacd7;f7 of title #ca1 ,united ,states ,code4
