eliminate the common carrier exemption

,short title ,this ,act may be cited as 
the ,protection from ,robocalling ,act  
of #bjai4  #b4 ,findings ,congress finds
 that-- 7#a7 illegal robocalls and spam 
calls are a growing annoyance and       
problem for the people of the ,united   
,states2 and  7#b7 exemptions within the
 ,federal ,trade ,commission ,act 7#ae  
,u4,s4,c4 #da et seq47 limit the        
enforcement capabilities of the ,federal
 ,trade ,commission with respect to     
illegal robocalling and spam calling4   
#c4 ,eliminating the common carrier     

exemption for telecommunications        
companies ,section #d of the ,federal   
,trade ,commission ,act 7#ae ,u4,s4,c4  
#dd7 is amended by striking the ,act    
entitled ,an ,act to regulate commerce1 
approved ,february #ad1 #ahhg1 and all  
,acts amendatory thereof and            
supplementary thereto and the
