  ,a ,,bill  ,to require a study and    
report on ,coast ,guard interdiction of 
illicit drugs in the transit zones1 and 
for other purposes4  #a4 ,study and     
report on ,coast ,guard interdiction of 
illicit drugs in the transit zones  7a7 
,findings ,congress makes the following 
findings3 7#a7 ,the ,coast ,guard seizes
 an average of #a1bba pounds of cocaine 
and #he pounds of marijuana each day in 
the transit zones of the ,eastern       
,pacific ,ocean1 ,caribbean ,sea1 and   
,southern maritime border approaches4   
7#b7 ,the ,joint ,interagency ,task     
,force-,south 7,,jiatf-,south7 estimates
 that it has a spectrum of actionable   
intelligence on more than #hj percent of

 drug movements into the ,united ,states
 from ,central ,america and ,south      
,america4  7#c7 ,the ,coast ,guard must 
balance asset allocation across #aa     
statutory missions4 ,as such1 the ,coast
 ,guard interdicts less than #aj percent
 of maritime non-commercial smuggling of
 illicit drugs into the ,united ,states 
from ,central ,america and ,south       
,america4  7#d7 ,in #bjag1 the          
,government ,accountability ,office     
recommended that the ,commandant of the 
,coast ,guard-- 7,a7 develop new        
performance goals relating to the       
interdiction of illicit drugs smuggled  
into the ,united ,states1 or describe   
the manner in which existing goals are  
sufficient2  7,b7 report such goals to  
the public2  7,c7 assess the extent to  
which limitations in performance data   
with respect to such goals are          
documented2  7,d7 document measurable   
corrective actions and implementation   
time frames with respect to such goals2 
and  7,e7 document efforts to monitor   

implementation of such corrective       
actions4  7b7 ,study ,the ,secretary of 
,homeland ,security1 in coordination    
with the ,secretary of ,defense and the 
heads of other relevant ,federal        
agencies1 shall conduct a study in order
 to identify gaps in resources that     
contribute to low interdiction rates for
 maritime non-commercial smuggling of   
illicit drugs into the ,united ,states  
from ,central ,america and ,south       
,america despite having actionable      
intelligence on more than #hj percent of
 drug movements in the transit zones of 
the ,eastern ,pacific ,ocean1 ,caribbean
 ,sea1 and ,southern maritime border    
approaches4  7c7 ,report ,not later than
 one year after the date of the         
enactment of this ,act1 the ,secretary  
of ,homeland ,security shall submit to  
the ,committee on ,commerce1 ,science1  
and ,transportation of the ,senate and  
the ,committee on ,transportation and   
,infrastructure of the ,house of        
,representatives a report on the results

 of the study under subsection 7b74
