  ,a ,,bill  ,to amend title #ch1       
,united ,states ,code1 to improve the   
ability of veterans to receive in-state 
tuition using educational assistance    
administered by the ,secretary of       
,veterans ,affairs1 and for other       
purposes4  #a4 ,requirements for        
in-state tuition  7a7 ,in general       
,section #cfgi7;c7 of title #ch1 ,united
 ,states ,code1 is amended-- 7#a7 in    
paragraph 7#b77;,a71 by striking less   
than three years before the date of     
enrollment in the course concerned2 and 
7#b7 in paragraph 7#d7-- 7,a7 by        
striking ,it shall and inserting 7,a7   
,it shall2 and  7,b7 by adding at the   
end the following3  7,b7 7i7 ,to the    
extent feasible1 the ,secretary shall   

make publicly available on the internet 
website of the ,department a database   
explaining any requirements described in
 subparagraph 7,a7 that are established 
by a public institution of higher       
learning for an individual to be charged
 tuition and fees at a rate that is     
equal to or less than the rate the      
public institution charges for tuition  
and fees for residents of the ,state in 
which the public institution is located4
  7ii7 ,the ,secretary shall disapprove 
a course of education provided by a     
public institution of higher learning   
that does not provide the ,secretary--  
7,i7 an initial explanation of the      
requirements described in subparagraph  
7,a72 and  7,,ii7 not later than #ij    
days after the date on which any        
requirements change1 the updated        
requirements4  4  7b7 ,application ,the 
amendments made by this section shall   
apply with respect to a quarter1        
semester1 or term1 as applicable1       
commencing no earlier than ,august #a1
