term emergency relief project means a   
project carried out under the emergency 
relief program under section #abe of    
title #bc1 ,united ,states ,code4  7#b7 
,secretary ,the term ,secretary means   
the ,secretary of ,transportation4  7b7 
,improving the emergency relief program 
,not later than #ij days after the date 
of enactment of this ,act1 the          
,secretary shall--  7#a7 revise the     

emergency relief manual of the ,federal 
,highway ,administration-- 7,a7 to      
include and reflect a definition of the 
term resilience2  7,b7 to identify      
procedures that ,states may use to      
incorporate resilience into emergency   
relief projects2 and  7,c7 to encourage 
the use of ,complete ,streets design    
principles and consideration of access  
for moderate- and low-income families   
impacted by a declared disaster2  7#b7  
develop best practices for improving the
 use of resilience in--  7,a7 the       
emergency relief program under section  
#abe of title #bc1 ,united ,states      
,code2 and  7,b7 emergency relief       
efforts2  7#c7 provide to division      
offices of the ,federal ,highway        
,administration and ,state departments  
of transportation information on the    
best practices developed under paragraph
 7#b72 and  7#d7 develop and implement a
 process to track-- 7,a7 the            
consideration of resilience as part of  
the emergency relief program under
