exempt facility bonds for zero-emission 
vehicle infrastructure4  #a4 ,short     
title ,this ,act may be cited as the    
,greener ,transportation for            
,communities ,act4  #b4 ,exempt facility
 bonds for zero-emission vehicle        
infrastructure  7a7 ,in general ,section
 #adb of the ,internal ,revenue ,code of
 #aihf is amended--  7#a7 in subsection 
7a7-- 7,a7 in paragraph 7#ad71 by       
striking or at the end1  7,b7 in        
paragraph 7#ae71 by striking the period 
at the end and inserting 1 or1 and  7,c7
 by adding at the end the following new 
paragraph3  7#af7 zero-emission vehicle 

infrastructure4  1 and  7#b7 by adding  
at the end the following new subsection3
  7n7 ,zero-,emission vehicle           
infrastructure  7#a7 ,in general ,for   
purposes of subsection 7a77#af71 the    
term zero-emission vehicle              
infrastructure means any property 7not  
including a building and its structural 
components7 if such property is-- 7,a7  
made available for use by members of the
 general public1 and  7,b7 used to      
charge or fuel zero-emissions vehicles1 
but only if the property is located at  
the point where the vehicles are charged
 or fueled4  7#b7 ,inclusion of utility 
service connections ,the term           
zero-emission vehicle infrastructure    
shall include any utility service       
connections1 utility panel upgrades1 or 
contributions in aid of construction 7as
 described in section #aah7 which are   
required for the charging or fueling of 
zero-emissions vehicles4  7#c7          
,zero-emissions vehicle ,the term       
zero-emissions vehicle means-- 7,a7 a   

zero-emission vehicle as defined in     
section #hh4ajb-id of title #dj1 ,code  
of ,federal ,regulations1 or  7,b7 a    
vehicle that produces zero exhaust      
emissions of any criteria pollutant 7or 
precursor pollutant7 or greenhouse gas  
under any possible operational modes and
 conditions4  7#d7 ,zero-emissions      
vehicle infrastructure located within   
other facilities or projects ,for       
purposes of subsection 7a71 any         
zero-emission vehicle infrastructure    
located within-- 7,a7 a facility or     
project described in subsection 7a71 or 
7,b7 an area adjacent to a facility or  
project described in subsection 7a7 that
 primarily serves vehicles traveling to 
or from such facility or project1  shall
 be treated as described in the         
paragraph in which such facility or     
project is described4  4  7b7 ,effective
 date ,the amendments made by this      
section shall apply to obligations
