,section #ac7;a77#a77;,a77i7 of the ,richard ,b4 ,russell ,national ,school ,lunch ,act 7#db ,u4,s4,c4 #agfa7;a77#a77;,a77i77 7relating to the definition of the term area in which poor economic conditions exist7 is amended by striking #ej percent each place it appears and inserting #dj percent4 7b7 ,reduce red tape for public-,private partnerships ,section #ac7;a77#h7 of the ,richard ,b4 ,russell ,national ,school ,lunch ,act 7#db ,u4,s4,c4 #agfa7;a77#h77 is amended-- 7#a7 by striking the paragraph designation and heading and all that follows through ,except and inserting the following3 7#h7 ,year-round meal service 7,a7 ,seamless summer option for schools ,except 2 and 7#b7 by adding at the end the following3 7,b7 ,year-round meal service for other service institutions ,each service institution 7other than a service institution described in subparagraph 7,a771 in addition to being eligible for reimbursement for meals described in subsection 7b77#b7 served during each day of operation during the periods described in subsection 7c77#a71 may be reimbursed for up to #a meal and #a snack per child served during each day of operation during-- 7i7 afterschool hours2 7ii7 weekends2 and 7iii7 school holidays during the regular school calendar4 4 7c7 ,improve nutrition in underserved1 hard-to-,reach areas ,section #ac7;a7 of the ,richard ,b4 ,russell ,national ,school ,lunch ,act 7#db ,u4,s4,c4 #agfa7;a77 is amended-- 7#a7 by striking paragraphs 7#i7 and 7#aj7 and inserting the following3 7#i7 ,improve nutrition in underserved1 hard-to-reach areas 7,a7 ,in general ,subject to the availability of appropriations provided in advance in an appropriations ,act specifically for the purpose of carrying out this paragraph1 the ,secretary shall award competitive grants to service institutions selected by the ,secretary to increase participation in the program by children who lack the ability to access a congregate feeding site through-- 7i7 innovative approaches to limited transportation2 7ii7 mobile meal trucks2 and 7iii7 any other method or approach that does not require children to access a congregate feeding site4 7,b7 ,eligibility ,to be selected to receive a grant under this paragraph1 a service institution-- 7i7 may be located in any ,state2 and 7ii7 shall-- 7,i7 submit to the ,secretary an application at such time1 in such manner1 and containing such information as the ,secretary may require2 7,,ii7 meet criteria established by the ,secretary2 and 7,,iii7 agree to the terms and conditions of the grant1 as established by the ,secretary4 7,c7 ,priority ,in awarding grants under this paragraph1 the ,secretary shall give priority to service institutions that plan-- 7i7 to serve both breakfast and lunch2 or 7ii7 to serve lunch1 a snack1 and dinner4 7,d7 ,travel reimbursement ,a service institution that receives a grant under subparagraph 7,a77i7 may use grant funds to provide reimbursement for travel4 7,e7 ,authorization of appropriations ,there is authorized to be appropriated to the ,secretary to make competitive grants under this paragraph #aj1jjj1jjj for each fiscal year4 2 and 7#b7 by redesignating paragraphs 7#aa7 and 7#ab7 as paragraphs 7#aj7 and 7#aa71 respectively4 7d7 ,third meal ,section #ac7;b77#b7 of the ,richard ,b4 ,russell ,national ,school ,lunch ,act 7#db ,u4,s4,c4 #agfa7;b77#b77 is amended by striking only serve lunch and all that follows through migrant children may4 7e7 ,summer meal service reimbursement after emergencies and disasters ,section #ac of the ,richard ,b4 ,russell ,national ,school ,lunch ,act 7#db ,u4,s4,c4 #agfa7 is amended by striking subsection 7r7 and inserting the following3 7r7 ,summer meal service reimbursement after emergencies and disasters 7#a7 ,definition of affected area ,in this subsection1 the term affected area means an area for which-- 7,a7 the ,president has declared a major disaster in accordance with section #dja of the ,robert ,t4 ,stafford ,disaster ,relief and ,emergency ,assistance ,act 7#db ,u4,s4,c4 #eagj72 or 7,b7 the ,governor of the ,state in which the area is located has declared an emergency or disaster under ,state law4 7#b7 ,summer meal reimbursement ,in an affected area1 the ,secretary shall1 on request by a ,state1 reimburse a service institution for meals provided under this section to children that consume the meals by a noncongregate method or approach4 4 7f7 ,authorization of appropriations ,section #ac of the ,richard ,b4 ,russell ,national ,school ,lunch ,act 7#db ,u4,s4,c4 #agfa7 is amended by adding at the end the following3 7s7 ,authorization of appropriations ,there are authorized to be appropriated such sums as are necessary to carry out this section for the period of fiscal years #bjai through #bjbd4 4
