,allies ,international ,protection and ,enhancement ,initiative 7,,taipei7 ,act of #bjai4 #b4 ,diplomatic relations with ,taiwan 7a7 ,findings ,congress makes the following findings3 7#a7 ,the ,taiwan ,relations ,act of #aigi 7,public ,law #if-h7 states that it is the policy of the ,united ,states to preserve and promote extensive1 close1 and friendly commercial1 cultural1 and other relations between the people of the ,united ,states and the people on ,taiwan4 7#b7 ,the ,taiwan ,relations ,act of #aigi states that it is the policy of the ,united ,states to maintain the capacity of the ,united ,states to resist any resort to force or other forms of coercion that would jeopardize the security1 or the social or economic system1 of the people on ,taiwan4 7#c7 ,taiwan is a free1 democratic1 and prosperous nation of #bc1jjj1jjj people and an important contributor to peace and stability around the world4 7#d7 ,since the election of ,president ,tsai ,ing-wen as ,president of ,taiwan in #bjaf1 the ,government of the ,people's ,republic of ,china has intensified its efforts to pressure ,taiwan4 7#e7 ,since #bjaf1 the ,gambia1 ,sao ,tome and ,principe1 ,panama1 the ,dominican ,republic1 ,burkina ,faso1 ,el ,salvador1 the ,solomon ,islands1 and ,kiribati have severed diplomatic relations with ,taiwan in favor of diplomatic relations with ,china4 7#f7 ,taiwan currently maintains full diplomatic relations with #ae nations around the world4 7#g7 ,taiwan's unique relationship with the ,united ,states1 ,australia1 ,india1 ,japan1 and other countries are of significant benefit in strengthening ,taiwan's economy and preserving its international space4 7#h7 ,according to ,president ,tsai ,ing-wen1 the severance of diplomatic ties with ,taiwan in favor of diplomatic relations with ,china is part of a series of diplomatic and military acts of coercion by ,china4 7#i7 ,the ,asia ,reassurance ,initiative ,act of #bjah 7,public ,law #aae-dji7 states that-- 7,a7 it is ,united ,states policy to support the close economic1 political1 and security relationship between ,taiwan and the ,united ,states2 and 7,b7 the ,president should-- 7i7 conduct regular transfers of defense articles to ,taiwan that are tailored to meet the existing and likely future threats from the ,people's ,republic of ,china1 including supporting the efforts of ,taiwan to develop and integrate asymmetric capabilities1 as appropriate1 including mobile1 survivable1 and cost-effective capabilities1 into its military forces2 and 7ii7 encourage the travel of high-level ,united ,states officials to ,taiwan1 in accordance with the ,taiwan ,travel ,act4 #c4 ,sense of ,congress on trade and economic relations with ,taiwan ,it is the sense of ,congress that-- 7#a7 the ,united ,states and ,taiwan have built a strong economic partnership1 with the ,united ,states now ,taiwan's second largest trading partner and with ,taiwan the #aath largest trading partner of the ,united ,states and a key destination for ,united ,states agricultural exports2 7#b7 strong ,united ,states-,taiwan economic relations have been a positive factor in stimulating economic growth and job creation for the people of both the ,united ,states and ,taiwan2 and 7#c7 the ,united ,states ,trade ,representative should consult with ,congress on opportunities for further strengthening bilateral trade and economic relations between the ,united ,states and ,taiwan4 #d4 ,policy of the ,united ,states with regard to ,taiwan's participation in international organizations ,it should be the policy of the ,united ,states-- 7#a7 to advocate1 as appropriate-- 7,a7 for ,taiwan's membership in all international organizations in which statehood is not a requirement and in which the ,united ,states is also a participant2 and 7,b7 for ,taiwan to be granted observer status in other appropriate international organizations2 7#b7 to instruct1 as appropriate1 representatives of the ,united ,states ,government in all organizations described in paragraph 7#a7 to use the voice1 vote1 and influence of the ,united ,states to advocate for ,taiwan's membership or observer status in such organizations2 and 7#c7 for the ,president or the ,president's designees to advocate1 as appropriate1 for ,taiwan's membership or observer status in all organizations described in paragraph 7#a7 as part of any relevant bilateral engagements between the ,united ,states and the ,people's ,republic of ,china1 including leader summits and the ,u4,s4-,china ,comprehensive ,economic ,dialogue4 #e4 ,strengthening of ties with ,taiwan 7a7 ,sense of congress ,it is the sense of ,congress that the ,united ,states ,government should-- 7#a7 support ,taiwan in strengthening its official diplomatic relationships as well as other partnerships with countries in the ,indo-,pacific region and around the world2 7#b7 consider1 in certain cases as appropriate and in alignment with ,united ,states interests1 increasing its economic1 security1 and diplomatic engagement with nations that have demonstrably strengthened1 enhanced1 or upgraded relations with ,taiwan2 and 7#c7 consider1 in certain cases as appropriate1 in alignment with ,united ,states foreign policy interests and in consultation with ,congress1 altering its economic1 security1 and diplomatic engagement with nations that take serious or significant actions to undermine the security or prosperity of ,taiwan4 7b7 ,report ,not later than #a year after the date of the enactment of this ,act1 and annually thereafter for five years1 the ,secretary of ,state shall report to the appropriate congressional committees on the steps taken in accordance with subsection 7a74 7c7 ,appropriate congressional committees defined ,in this section1 the term appropriate congressional committees means-- 7#a7 the ,committee on ,foreign ,relations1 the ,committee on ,appropriations1 and the ,committee on ,finance of the ,senate2 and 7#b7 the ,committee on
