,benefits ,restoration ,act4  #b4       
,protecting ,social ,security1 railroad 
retirement1 and black lung benefits from
 administrative offset  7a7 ,prohibition
 on administrative offset authority     
7#a7 ,assignment under ,social ,security
 ,act ,section #bjg of the ,social      
,security ,act 7#db ,u4,s4,c4 #djg7 is  

amended by adding at the end the        
following new subsection3  7d7          
,subparagraphs 7,a71 7,c71 and 7,d7 of  
section #cgaf7;c77#c7 of title #ca1     
,united ,states ,code1 as such          
subparagraphs were in effect on the date
 before the date of enactment of the    
,protection of ,social ,security        
,benefits ,restoration ,act1 shall be   
null and void and of no effect4  4  7#b7
 ,conforming amendments  7,a7 ,section  
#ad7;a7 of the ,railroad ,retirement    
,act of #aigd 7#de ,u4,s4,c4 #bcam7a77  
is amended by adding at the end the     
following3 4 ,the provisions of section 
#bjg7;d7 of the ,social ,security ,act  
shall apply with respect to this title  
to the same extent as they apply in the 
case of title ,,ii of such ,act44  7,b7 
,section #b7;e7 of the ,railroad        
,unemployment ,insurance ,act 7#de      
,u4,s4,c4 #ceb7;e77 is amended by adding
 at the end the following3 ,the         
provisions of section #bjg7;d7 of the   
,social ,security ,act shall apply with 

respect to this title to the same extent
 as they apply in the case of title ,,ii
 of such ,act4  7b7 ,repeal of          
administrative offset authority  7#a7   
,in general ,paragraph 7#c7 of section  
#cgaf7;c7 of title #ca1 ,united ,states 
,code1 is amended-- 7,a7 by striking    
7#c77;,a77i7 ,notwithstanding and all   
that follows through any overpayment    
under such program742  7,b7 by striking 
subparagraphs 7,c7 and 7,d72 and  7,c7  
by redesignating subparagraph 7,b7 as   
paragraph 7#c74  7#b7 ,conforming       
amendment ,paragraph 7#e7 of such       
section is amended by striking the      
,commissioner of ,social ,security and4 
7c7 ,effective date ,the amendments made
 by this section shall apply to any     
collection by administrative offset     
occurring on or after the date of       
enactment of this ,act of a claim       
arising before1 on1 or after the date of
 enactment of this ,act4
