appropriate funds for pay and allowances
 of excepted ,federal employees1 and for
 other purposes4  #a4 ,short title      
,this ,act may be cited as the ,shutdown
 ,fairness ,act4  #b4 ,appropriations   
7a7 ,definitions ,in this section-- 7#a7
 the term agency means each authority of
 the executive1 legislative1 or judicial
 branch of the ,government of the       
,united ,states2 and  7#b7 the term     
excepted employee-- 7,a7 means an       
employee of an agency who the head of   
that agency determines is an excepted   
employee or an employee performing      
emergency work1 as those terms are      

defined by the ,office of ,personnel    
,management2 and  7,b7 includes a       
contractor who-- 7i7 provides support to
 an employee described in subparagraph  
7,a72 and  7ii7 is required to perform  
work during a lapse in appropriations1  
as determined by the head of the agency 
with respect to which the contractor    
provides support4  7b7 ,appropriations  
,there are appropriated for the fiscal  
year ending ,september #cj1 #bjai1 out  
of any money in the ,treasury not       
otherwise appropriated1 for any period  
during which interim or full-year       
appropriations for that fiscal year are 
not in effect1 such sums as are         
necessary to provide pay and allowances 
to excepted employees who are required  
to perform work during that period4  7c7
 ,termination ,subject to subsection    
7d71 appropriations and funds made      
available and authority granted under   
subsection 7b7 shall be available until 
whichever of the following first occurs3
  7#a7 ,the enactment into law of an    

appropriation 7including a continuing   
appropriation7 for any purpose for which
 amounts are made available under       
subsection 7b74  7#b7 ,the enactment    
into law of the applicable regular or   
continuing appropriations resolution or 
other ,act without any appropriation for
 such purpose4  7#c7 ,january #a1 #bjbj4
  7d7 ,subsequent lapses ,appropriations
 made available under subsection 7b7 may
 not be obligated during any period     
during which continuing appropriations  
for any purpose for which amounts are   
made available under subsection 7b7 are 
in effect4
