deliver humanitarian assistance to      
,syrians4  ,whereas the ,syrian civil   
war1 now in its eighth year1 has forced 
#ad1jjj1jjj ,syrians to flee1 more than 
half of the country's pre-war           
population1 with #f1ejj1jjj internally  
displaced people 7,i,d,ps7 still within 
the country2 ,whereas ,operation ,good  
,neighbor is a program of the ,israel   
,defense ,forces to provide humanitarian
 relief to ,syrians2 ,whereas ,operation
 ,good ,neighbor worked with ,united    
,states nongovernmental organizations   

7,n,g,os7 to help forge unprecedented   
partnerships between the ,israel        
,defense ,forces 7,,idf7 and ,syrian    
,n,g,os1 which opened a new channel for 
the delivery of humanitarian assistance2
 ,whereas1 as a result1 food1 fuel1     
medicine1 ambulances1 and medical       
supplies were flowing cross-border from 
,israel into southern ,syria2 ,whereas  
this new channel permitted these goods  
to arrive at ,israeli ports1 and be     
trucked by the ,,idf through ,israel to 
the border with ,syria2 ,whereas at the 
border1 the ,,idf transferred these     
containers to ,syrian ,n,g,os for       
transport and distribution to ,i,d,ps   
and local residents in previously       
hard-to-reach locations in southern     
,syria2 ,whereas ,united ,states        
,n,g,os1 including faith-based          
organizations1 facilitated the          
relationships between the ,syrian       
,n,g,os and the ,,idf by providing      
overall coordination and support for    
this regional cooperation to help       

promote regional peace through a        
multifaceted humanitarian relief        
operation2 ,whereas the program         
initially reached only villages along   
the border1 but expanded to a broader   
area of southern ,syria1 and as         
deliveries continued on a sustained     
basis1 the initiative ultimately reached
 an even greater population2 and        
,whereas in addition to the value of the
 humanitarian relief itself1 the        
,syrian_/,israeli partnerships1 created 
and reinforced through the success of   
the new channel1 demonstrated the value 
of cooperation and continues to serve as
 a role model for strengthened positive 
relations between ,syrians and          
,israelis3 ,now1 therefore1 be it  ,that
 the ,house of ,representatives hereby  
reaffirms the unique collaboration      
between ,united ,states non-governmental
 organizations 7,n,g,os71 including     
faith-based organizations and ,syrian   
,n,g,os and the ,israel ,defense ,forces
 7,,idf7 for having provided vital aid  

to internally displaced people and local
 residents in southern ,syria while also
 countering generations of hostility1   
promoting dialogue between neighbors1   
and ultimately advancing long-term      
stability in the region4
