,a ,,bill  ,to provide that the         
,secretary of the ,interior may not     
enter into certain conservation         
easements with a term of more than #ej  
years1 and for other purposes4  #a4     
,short title ,this ,act may be cited as 
the ,landowner ,easement ,rights ,act4  
#b4 ,limitation on conservation easement
 terms ,after the date of the enactment 
of this ,act1 the ,secretary may not    
enter into a conservation easement with 
a term of more than #ej years4  #c4     
,renegotiation of conservation easements
 ,at the request of an owner of land    
that is subject to an eligible          
conservation easement1 the ,secretary   
shall-- 7#a7 not later the #f months    
after the ,secretary receives the       

request from the landowner1 provide to  
the landowner-- 7,a7 a detailed map of  
the easement2 and  7,b7 notice of the   
current fair market value of the        
easement as determined by the           
,secretary2 and  7#b7 renegotiate the   
terms of the eligible conservation      
easement1 including-- 7,a7 a term not   
longer than #ej years2 and  7,b7 payment
 by the ,secretary to the landowner in  
an amount equal to the fair market value
 of the easement1 as determined by the  
,secretary under paragraph 7#a77;,b71   
minus the amount paid by the ,secretary 
for the eligible conservation easement  
being renegotiated 7adjusted for        
inflation72 or  7#c7 allow the landowner
 to buy back the eligible conservation  
easement or a portion of the eligible   
conservation easement at fair market    
value1 as determined by the ,secretary4 
#d4 ,notice to landowners ,the          
,secretary shall notify the owner of the
 land subject to that conservation      
easement of the owner's right to submit 

a request under section #c-- 7#a7 not   
later than #c months before the         
conservation easement becomes an        
eligible conservation easement described
 in section #e7b77;,a72 and  7#b7 not   
later than #a year before the           
conservation easement becomes an        
eligible conservation easement described
 in section #e7b77;,b74  #e4            
,definitions ,in this ,act3 7#a7        
,conservation easement ,the term        
conservation easement-- 7,a7 means a    
voluntary1 legal agreement between a    
landowner and the ,secretary that limits
 use of the land in order to protect its
 conservation values2 and  7,b7 does not
 include agreements-- 7i7 with ,indian  
,tribes2 or for  7ii7 related to        
utilities4  7#b7 ,eligible conservation 
easement ,the term eligible conservation
 easement means a conservation easement 
that-- 7,a7 has been in effect for      
longer than #ej years2 or  7,b7 was put 
into effect before #aigg without the    
creation of an official corresponding
