following bill2 which was referred to the ,committee on ,agriculture1 and in addition to the ,committees on ,education and ,labor1 and ,energy and ,commerce1 for a period to be subsequently determined by the ,speaker1 in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned ,a ,,bill ,to direct the ,secretary of ,agriculture to suspend increases in line speeds at meat and poultry establishments1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,safe ,line ,speeds in ,,covid-#ai ,act4 #b4 ,suspending authority to increase line speeds at meat and poultry establishments 7a7 ,in general ,the ,secretary of ,agriculture1 acting through the ,administrator of the ,food ,safety and ,inspection ,service1 for the duration of the ,,covid-#ai emergency period1 shall-- 7#a7 suspend any waivers related to line speeds in covered establishments and inspection staffing requirements for covered establishments issued before the date of the enactment of this ,act1 and not issue any new waivers to such establishments1 including under sections #cjc4a7;h7 and #cha4c7;b7 of title #i1 ,code of ,federal ,regulations 7or successor regulations72 and 7#b7 suspend implementation of1 and conversion to1 the ,new ,swine ,slaughter ,inspection ,system as described in the final rule entitled ,modernization of ,swine ,slaughter ,inspection issued by the ,department of ,agriculture in the ,federal ,register on ,october #a1 #bjai 7#hd ,fed4 ,reg4 #ebcjj et seq474 7b7 ,limitation on authority with respect to line speeds ,none of the funds made available to the ,department of ,agriculture during the ,,covid-#ai emergency period shall be used to develop1 propose1 finalize1 issue1 amend1 or implement any policy1 regulation1 directive1 constituent update1 or any other agency program that would increase line speeds at covered establishments4 7c7 ,effect on ,state ,law ,the provisions of this section are in addition to1 and not in lieu of1 any other laws protecting worker safety and animal welfare4 ,this section shall not be construed to preempt or limit any law or regulation of a ,state or a political subdivision of a ,state containing requirements that are more protective of worker safety or animal welfare than the requirements of this section1 or which create penalties for conduct regulated by this section4 7d7 ,,gao report ,upon termination of the ,,covid-#ai emergency period1 the ,comptroller ,general of the ,united ,states shall conduct a review of actions taken by the ,secretary of ,agriculture1 the ,secretary of ,labor1 and the ,secretary of ,health and ,human ,services in response to the ,,covid-#ai pandemic to determine the effectiveness of such actions in protecting animal1 food1 and worker safety4 ,such review shall include an analysis of1 with respect to covered establishments-- 7#a7 all policies and regulations relating to inspections of such establishments implemented by the ,secretary of ,agriculture1 the ,secretary of ,labor1 and the ,secretary of ,health and ,human ,services relating to ,,covid-#ai2 7#b7 the pandemic emergency preparedness plans of such establishments2 7#c7 the extent to which such facilities have implemented guidance and recommendations to space workers six feet apart on production lines1 break rooms1 locker rooms1 and all other workspaces2 7#d7 the quantity and usage of personal protective equipment by workers at such establishments2 7#e7 any guidance provided to inspectors of such establishments by the ,secretary of ,agriculture1 ,secretary of ,labor1 and the ,secretary of ,health and ,human ,services during the ,,covid-#ai emergency period2 7#f7 actions taken by the ,secretary of ,agriculture1 the ,secretary of ,labor1 and the ,secretary of ,health and ,human ,services to protect animals1 food1 and workers at covered establishments with reported cases of ,,covid-#ai2 7#g7 all humane handling reports issued1 and enforcement actions taken1 by the ,department of ,agriculture in accordance with the ,humane ,methods of ,slaughter ,act 7#g ,u4,s4,c4 #aija et seq47 and the good commercial practices regulations under the ,poultry ,products ,inspection ,act 7#ba ,u4,s4,c4 #dea et seq47 during the ,,covid-#ai emergency period2 7#h7 the impact of faster line speeds on the ability of such establishments to maintain protections for employees2 and 7#i7 any interference by any other ,federal agency with reviews of any such establishments experiencing outbreaks of ,,covid-#ai conducted by personnel of the ,centers for ,disease ,control and ,prevention4 7e7 ,reports to ,congress ,not later than ,december #ca1 #bjbj1 the ,secretary of ,agriculture1 the ,secretary of ,labor1 and the ,secretary of ,health and ,human ,services shall each submit to the ,committee on ,agriculture and the ,committee on ,education and ,labor of the ,house of ,representatives and the ,committee on ,health1 ,education1 ,labor1 and ,pensions and the ,committee on ,agriculture1 ,nutrition1 and ,forestry of the ,senate a report on the actions taken by the ,secretary of ,agriculture1 the ,secretary of ,labor1 and the ,secretary of ,health and ,human ,services1 respectively1 in response to the ,,covid-#ai pandemic to protect animal1 food1 and worker safety4 ,each such report shall include the respective ,secretary's analysis of1 with respect to facilities operated by covered processors1 the matters specified in each 7as applicable7 of paragraphs 7#a7 through 7#h7 of subsection 7d74 7f7 ,definitions ,in this section3 7#a7 ,the term covered establishment means an official meat or poultry establishment that is subject to inspection under the ,federal ,meat ,inspection ,act 7#ba ,u4,s4,c4 #fja et seq47 or the ,poultry ,products ,inspection ,act 7#ba ,u4,s4,c4 #dea et seq474 7#b7 ,the term ,,covid-#ai emergency period means-- 7,a7 the emergency period1 as defined in section #aace7;g77#a77;,b7 of the ,social ,security ,act 7#db ,u4,s4,c4 #acbj;b-#e7;g77#a77;,b772 and 7,b7 the #ij-;day period that follows the end of such emergency period4
