which was referred to the ,committee on ,house ,administration ,a ,,bill ,to direct the ,chief of the ,capitol ,police to make available to the public semiannual reports on the functions and activities of the ,united ,states ,capitol ,police and to provide law enforcement statistics of the ,capitol ,police to the ,director of the ,bureau of ,justice ,statistics for incorporation in the ,national ,incident-,based ,reporting ,system1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,capitol ,police ,advancement ,act of #bjbj4 #b4 ,semiannual reports on functions and activities 7a7 ,reports ,not later than #fj days after the last day of each semiannual period1 the ,chief of the ,capitol ,police shall submit to ,congress and make available to the public a detailed report of the functions and activities of the ,united ,states ,capitol ,police with respect to that period4 7b7 ,operational status of functions ,the ,chief shall include in each report under this section the following information with respect to each function under the jurisdiction of the ,united ,states ,capitol ,police during the period covered by the report3 7#a7 ,the operational status of the function1 including a description of operations4 7#b7 ,a description of new policies and procedures affecting the function1 including an assessment of the implementation of such new policies and procedures4 7#c7 ,plans for the future operations of the function4 7c7 ,effective date ,this section shall apply with respect to the semiannual periods of ,october #a through ,march #ca and ,april #a through ,september #cj of each year1 beginning with the semiannual period during which this section is enacted4 #c4 ,participation in collection and publication of ,federal law enforcement statistics ,upon receiving a request from the ,director of the ,bureau of ,justice ,statistics to furnish information1 data1 and reports pursuant to section #cja7;d77#a77;,c7 of title ,i of the ,omnibus ,crime ,control and ,safe ,streets ,act of #aifh 7#cd ,u4,s4,c4 #ajacb7;d77#a77;,c771 the ,chief of the ,capitol ,police shall provide such information1 data1 and reports to the ,director4 #d4 ,inspector ,general 7a7 ,budget independence 7#a7 ,independence ,section #ajjd7;c7 of the ,legislative ,branch ,appropriations ,act1 #bjjf 7#b ,u4,s4,c4 #aiji7;c77 is amended by adding at the end the following new paragraph3 7#e7 ,budget independence ,the ,chief of the ,capitol ,police shall include the annual budget request of the ,inspector ,general of the ,capitol ,police in the budget of the ,capitol ,police without change4 4 7#b7 ,separate allocation ,for fiscal year #bjba and each fiscal year thereafter1 ,congress shall provide1 within the amounts made available for salaries and expenses of the ,united ,states ,capitol ,police1 a separate allocation of amounts for salaries and expenses of the ,office of the ,inspector ,general of the ,capitol ,police4 7b7 ,public availability of reports ,section #ajjd7;c7 of the ,legislative ,branch ,appropriations ,act1 #bjjf 7#b ,u4,s4,c4 #aiji7;c771 as amended by subsection 7a77#a71 is further amended by adding at the end the following new paragraph3 7#f7 ,public availability of reports ,the ,inspector ,general shall make each of its reports available to the public in the same manner and to the same extent as the ,inspectors ,general of the ,library of ,congress1 the ,government ,publishing ,office1 the ,government ,accountability ,office1 and the ,architect of the ,capitol make reports of their respective offices available to the public4 ,nothing in this paragraph shall be construed to affect the authority of the ,capitol ,police ,board with respect to the treatment of security information under section #ajji of the ,legislative ,branch ,appropriations ,act1 #bjje 7#b ,u4,s4,c4 #aigi74 4 #e4 ,appeal of termination decisions 7a7 ,special rules for termination ,section #ajah7;e77#a77;,b7 of the ,legislative ,branch ,appropriations ,act1 #bjjc 7#b ,u4,s4,c4 #aijg7;e77#a77;,b77 is amended to read as follows3 7,b7 ,special rules for termination 7i7 ,in general ,the ,chief may terminate an officer1 member1 or employee only after the ,chief has provided notice of the termination to the officer1 member1 or employee and to the ,capitol ,police ,board 7in such manner as the ,board may from time to time require7 and the ,board has approved the termination1 except that-- 7,i7 the ,board may not approve the termination prior to the expiration of the #aj-;day period which begins on the date the ,board receives the notice2 7,,ii7 during such #aj-;day period1 the officer1 member1 or employee may file a written appeal of the termination with the ,board2 and 7,,iii7 if the ,board has not disapproved the termination prior to the expiration of the #cj-;day period which begins on the date the ,board receives the notice1 the ,board shall be deemed to have approved the termination4 7ii7 ,no review of approval ,the approval of the termination of an officer1 member1 or employee by the ,capitol ,police ,board under this subparagraph is final and may not be reviewed or appealed1 or subject to grievance procedures1 in any administrative or judicial forum1 except that nothing in this clause may be construed to affect the procedures applicable under title ,,iv of the ,congressional ,accountability ,act of #aiie 7#b ,u4,s4,c4 #adja et seq47 to any claim alleging a violation of part ,a of title ,,ii of such ,act 7#b ,u4,s4,c4 #acaa et seq474 4 7b7 ,effective date ,the amendment made by subsection 7a7 shall apply with respect to terminations approved by the ,capitol ,police ,board on or after the date of the enactment of this ,act4
