,veterans' ,affairs  ,a ,,bill  ,to     
amend title #ch1 ,united ,states ,code1 
to require the ,secretary of ,veterans  
,affairs to deliver notice of the denial
 of claims for benefits under the laws  
administered by the ,secretary by       
certified mail1 and for other purposes4 
#a4 ,short title ,this ,act may be cited
 as the ,veterans ,right to ,expediency 
,act4  #b4 ,delivery of notice of denial
 of benefits under laws administered by 
the ,secretary of ,veterans ,affairs by 
certified mail ,section #eajd7;b7 of    
title #ch1 ,united ,states ,code1 is    
amended by adding at the end the        
following new subsection3  7c7 ,in any  
case where the ,secretary denies a      

benefit sought1 the notice required by  
subsection 7a7 shall be delivered by    
certified mail4  4
