require the ,assistant ,secretary of    
,commerce for ,communications and       
,information to establish an interagency
 strike force to increase prioritization
 by the ,department of ,interior and    
,department of ,agriculture by senior   
management of the ,department of        
,interior and ,department of            
,agriculture1 or an organizational unit 
of reviews for communications use

,definitions ,in this section3  7#a7    
,appropriate committees of congress ,the
 term appropriate committees of         
,congress means-- 7,a7 the ,committee on
 ,energy and ,commerce of the ,house of 
,representatives2  7,b7 the ,committee  
on ,natural ,resources of the ,house of 
,representatives2  7,c7 the ,committee  
on ,commerce1 ,science1 and             
,transportation of the ,senate2 and     
7,d7 the ,committee on ,environment and 
,public ,works of the ,senate4  7#b7    
,assistant secretary ,the term          
,assistant ,secretary means the         
,assistant ,secretary of ,commerce for  
,communications and ,information4  7#c7 
,communications facility ,the term      
communications facility includes-- 7,a7 
any infrastructure1 including any       
transmitting device1 tower1 or support  
structure1 and any equipment1 switches1 
wiring1 cabling1 power sources1         
shelters1 or cabinets1 associated with  

the licensed or permitted unlicensed    
wireless or wireline transmission of    
writings1 signs1 signals1 data1 images1 
pictures1 and sounds of all kinds2 and  
7,b7 any antenna or apparatus that-- 7i7
 is designed for the purpose of emitting
 radio frequency2  7ii7 is designed to  
be operated1 or is operating1 from a    
fixed location pursuant to authorization
 by the ,commission or is using duly    
authorized devices that do not require  
individual licenses2 and  7iii7 is added
 to a tower1 building1 or other         
structure4  7#d7 ,communications use    
,the term communications use means the  
placement and operation of a            
communications facility4  7#e7          
,communications use authorization ,the  
term communications use authorization   
means an easement1 right-of-way1 lease1 
license1 or other authorization to      
locate or modify a communications       
facility on covered land by the         
,department concerned for the primary   
purpose of authorizing the occupancy and

 use of the covered land for            
communications use4  7#f7 ,covered land 
,the term covered land means-- 7,a7     
public land administered by the         
,secretary of the ,interior2 and  7,b7  
,national ,forest ,system land4  7#g7   
,department concerned ,the term         
,department concerned means the         
,department of the ,interior or the     
,department of ,agriculture4  7#h7      
,organizational unit ,the term          
organizational unit means-- 7,a7 with   
respect to public land administered by  
the ,secretary of the ,interior--  7i7 a
 ,state office2  7ii7 a district office2
 or  7iii7 a field office2 and  7,b7    
within the ,forest ,service--  7i7 a    
regional office2  7ii7 the headquarters2
  7iii7 a management unit2 or  7iv7 a   
ranger district office4  7b7 ,strike    
force ,in this section3 7#a7            
,establishment ,not later than #ahj days
 after the date of enactment of this    
,act1 the ,assistant ,secretary shall   
establish an interagency strike force to

 increase prioritization by the         
,department concerned1 senior management
 of the ,department concerned1 or an    
organizational unit of reviews for      
communications use authorizations4  7#b7
 ,duties ,in carrying out the study     
under paragraph 7#a71 the ,strike ,force
 shall-- 7,a7 facilitate periodic calls 
between members of the strike force     
pertaining to requests for              
communications use authorizations2 and  
7,b7 facilitate monitoring and          
accountability of the ,department       
concerned and organizational units to   
meet objective and reasonable goals for 
the review of requests for              
communications use authorizations4  7#c7
 ,members ,the ,strike ,force shall be  
composed of such representatives of     
,departments concerned as the ,assistant
 ,secretary considers appropriate1 in   
addition to--  7,a7 the ,assistant      
,secretary2  7,b7 a representative of   
the ,department concerned2  7,c7 senior 
management of the ,department concerned2

 and  7,d7 the head of each             
organizational unit4  7#d7 ,report to   
,congress ,not later than #bgj days     
after the date of enactment of this     
,act1 the ,strike ,force shall submit to
 the appropriate committees of ,congress
 a report on the effectiveness of the   
,strike ,force in increasing the        
prioritization of reviews for           
communications use authorization        
requests4
