bill2 which was referred to the

,,bill  ,to require ,states to report   
information on ,medicaid payments to    
abortion providers4  #a4 ,short title   
,this ,act may be cited as the ,taxpayer
 ,conscience ,protection ,act of #bjai4 
#b4 ,required reporting of medicaid     
payments to abortion providers  7a7 ,in 
general ,not later than #fj days after  
the end of the first fiscal year ending 
after the date of the enactment of this 
,act and each fiscal year thereafter1   
each ,state that makes a ,medicaid      
payment from ,federal funds during the  
fiscal year for any items or services   
furnished by an abortion provider       

shall--  7#a7 submit to the ,secretary a
 report on all such payments2 and  7#b7 
publish the report on a public internet 
website of the ,state4  7b7 ,report     
described ,the report under subsection  
7a7 shall1 with respect to a ,state that
 makes a ,medicaid payment from ,federal
 funds during the fiscal year for any   
items or services furnished by an       
abortion provider1 include the          
following3  7#a7 ,with respect to each  
such payment1 each of the following3    
7,a7 ,a specification of the amount of  
the payment4  7,b7 ,a specification of  
the purposes for which the payment was  
made4  7,c7 ,a comparison of the amount 
of the payment with the amount of any   
such payment to the provider involved in
 any prior fiscal year4  7#b7 ,a        
specification of the number of abortions
 performed during the fiscal year by the
 provider involved and the gestational  
age with respect to each such abortion4 
7c7 ,report to congress ,not later than 
#ij days after the end of each fiscal   

year described in subsection 7a71 the   
,secretary shall submit to the          
,committee on ,energy and ,commerce of  
the ,house of ,representatives and to   
the ,committee on ,finance of the       
,senate1 and publish on a public        
internet website of the ,department of  
,health and ,human ,services1 a report  
that--  7#a7 contains the reports       
submitted pursuant to subsection 7a7 for
 the fiscal year2 and  7#b7 includes a  
summary of the reports4  7d7            
,definitions ,in this section3 7#a7     
,abortion provider ,the term abortion   
provider means an entity that--  7,a7   
performs 7or refers an individual for7  
an abortion2 or  7,b7 controls1 is      
controlled by1 or is under common       
control with1 an entity described in    
subparagraph 7,a74  7#b7 ,medicaid      
payment from ,federal funds ,the term   
,medicaid payment from ,federal funds   
means a payment for which there is      
,federal financial participation under  
title ,,xix of the ,social ,security    

,act4  7#c7 ,secretary ,the term        
,secretary means the ,secretary of      
,health and ,human ,services4  7#d7     
,state ,the term ,state has the meaning 
given the term for purposes of title    
,,xix of the ,social ,security ,act4    
7e7 ,conforming amendments to ,social   
,security ,act ,section #aijb7;a7 of the
 ,social ,security ,act 7#db ,u4,s4,c4  
#acif;a7a77 is amended-- 7#a7 by        
striking and at the end of paragraph    
7#he72  7#b7 by striking the period at  
the end of paragraph 7#hf7 and inserting
 2 and2 and  7#c7 by inserting after    
paragraph 7#hf7 the following3  7#hg7   
provide for the submission of reports in
 accordance with section #b of the      
,taxpayer ,conscience ,protection ,act
