 access to electromagnetic spectrum for 
commercial space launches and commercial
 space reentries4  #a4 ,short title     
,this ,act may be cited as the          
,leveraging ,american ,understanding of 
,next-generation ,challenges ,exploring 
,space ,act or the ,,launches ,act4  #b4
 ,access to spectrum for commercial     
space launches and reentries  7a7       
,service rules2 allocation  7#a7 ,in    
general ,not later than #a year after   
the date of the enactment of this ,act1 
the ,commission shall-- 7,a7 adopt      
service rules for access to the         
frequencies described in subsection 7c7 
for commercial space launches and       
commercial space reentries1 including   
technical specifications1 eligibility   

requirements1 and coordination          
procedures to preserve the ,nation's    
defense capabilities2 and  7,b7 allocate
 on a co-primary basis the frequencies  
described in subsection 7c7 for         
commercial space launches and commercial
 space reentries4  7#b7 ,coordination   
with ,secretary of ,defense ,the        
coordination procedures adopted under   
paragraph 7#a77;,a7 shall include       
requirements for persons conducting     
commercial space launches and commercial
 space reentries to coordinate with the 
,secretary of ,defense regarding access 
to the frequencies described in         
subsection 7c7 for commercial space     
launches and commercial space reentries4
  7b7 ,streamlining of process for      
granting authorizations ,not later than 
#a year after the date of the enactment 
of this ,act1 the ,commission shall     
streamline the process for granting     
authorizations for access to the        
frequencies described in subsection 7c7 
for commercial space launches and       

commercial space reentries to provide   
for-- 7#a7 authorizations that include  
access to such frequencies for multiple 
commercial space launches from one or   
more space launch sites and multiple    
commercial space reentries to one or    
more reentry sites2  7#b7 authorizations
 that include access to multiple uses of
 such frequencies for a commercial space
 launch or commercial space reentry2    
7#c7 automation of the processes of the 
,commission to review applications for  
authorizations for access to such       
frequencies for commercial space        
launches and commercial space reentries2
 and  7#d7 improved coordination by the 
,commission with the ,assistant         
,secretary of ,commerce for             
,communications and ,information 7who   
shall coordinate with the ,secretary of 
,defense1 the ,administrator of the     
,national ,aeronautics and ,space       
,administration1 and the ,administrator 
of the ,national ,oceanic and           
,atmospheric ,administration7 to        

increase the speed of review of         
applications for authorizations for     
access to such frequencies for          
commercial space launches and commercial
 space reentries4  7c7 ,frequencies     
described ,the frequencies described in 
this subsection are the following3 7#a7 
,the frequencies between #bjbe megahertz
 and #baaj megahertz4  7#b7 ,the        
frequencies between #bbjj megahertz and 
#bbij megahertz4  7#c7 ,the frequencies 
between #bcfj megahertz and #bcie       
megahertz4  7#d7 ,the frequencies       
between #efej megahertz and #eibe       
megahertz4  7d7 ,rule of construction   
,each range of frequencies described in 
this section shall be construed to be   
inclusive of the upper and lower        
frequencies in the range4  7e7          
,definitions ,in this section3 7#a7     
,commercial space launch ,the term      
commercial space launch means a launch  
licensed under chapter #eji of title

,commercial space reentry ,the term     

commercial space reentry means a reentry
 licensed under chapter #eji of title   
#ea1 ,united ,states ,code4  7#c7       
,commission ,the term ,commission means 
the ,federal ,communications
