,committees on ,oversight and ,reform1 ,small ,business1 ,energy and ,commerce1 and ,education and ,labor1 for a period to be subsequently determined by the ,speaker1 in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned ,a ,,bill ,to protect local media1 and for other purposes4 #a4 ,requirement to advertise with local media 7a7 ,requirement 7#a7 ,in general ,each executive agency shall expend with local media-- 7,a7 during the period that begins on the date of the enactment of this section and ends on ,december #ca1 #bjbj1 #ej percent of the funds obligated by the agency for advertising activities and underwriting activities during such period2 and 7,b7 during any period that begins on or after ,january #a1 #bjba1 #be percent of the funds obligated by the agency for advertising activities and underwriting activities during the applicable period4 7#b7 ,limitation ,of the funds required to be expended under paragraph 7#a71 at least #de percent of such funds shall be expended equally between newspapers1 television stations1 and radio stations that are local media4 7b7 ,use of funds ,each executive agency shall-- 7#a7 expend the funds required to be expended under subsection 7a7 in a nonpartisan and nonideological manner2 and 7#b7 ensure that the funds are expended with local media on a geographically equitable basis4 7c7 ,report to ,congress ,not later than #ahj days after the date of the enactment of this section1 and each year thereafter1 an executive agency shall submit a report to ,congress 7and any committee of jurisdiction7 on1 with respect to the prior year1 funds expended by the agency for advertising activities and underwriting activities1 including funds expended by the agency with local media in accordance with subsection 7a74 7d7 ,definitions ,in this section3 7#a7 ,executive agency ,the term executive agency has the meaning given that term in section #ajb of title #ca1 ,united ,states ,code4 7#b7 ,public broadcast station ,the term public broadcast station has the meaning given the term under section #cig of the ,communications ,act of #aicd 7#dg ,u4,s4,c4 #cig74 7#c7 ,underwriting activity ,the term underwriting activity means a payment by an executive agency to a public broadcast station1 or to support the production of programming to be broadcast on such a station1 in exchange for or with the expectation of an announcement on the station receiving such payment or a station broadcasting such programming that acknowledges the financial support by such agency of such station or programming4 #b4 ,small business assistance 7a7 ,paycheck protection program ,section #g7;a77#cf77;,d77iv7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcf7;a77#cf77;,d77iv77 is amended-- 7#a7 in subclause 7,,ii71 by striking and at the end2 7#b7 in subclause 7,,iii71 by striking the period at the end and inserting 2 and2 and 7#c7 by adding at the end the following new subclause3 7,,iv7 any business concern with not more than #ejj employees that1 as of the date on which the covered loan is disbursed1 is assigned a ,north ,american ,industry ,classification ,system code of #eaaaaj1 #eaeaaa1 #eaeaab1 or #eaiacj4 4 7b7 ,assistance ,the ,commission shall supply local media who qualify for a loan under section #g7;a77#cf7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcf7;a77#cf771 or any other loan administered by the ,small ,business ,administration1 any information as may be necessary to connect such local media with the ,small ,business ,administration4 #c4 ,emergency jobs for journalism tax credit 7a7 ,in general ,in the case of an employer which is a qualified local media company1 there shall be allowed as a credit against the tax imposed by section #caaa7;a7 of the ,internal ,revenue ,code of #aihf for each calendar quarter an amount equal to #cj percent of the qualified first-year newsroom wages paid by such employer with respect to such calendar quarter4 7b7 ,limitations and refundability 7#a7 ,dollar limitation per employee ,the aggregate credits allowed under subsection 7a7 7for all calendar quarters7 shall not exceed #bj1jjj with respect to any employee4 7#b7 ,credit limited to certain employment taxes ,the credit allowed by subsection 7a7 with respect to any calendar quarter shall not exceed the tax imposed by section #caaa7;a7 of such ,code for such calendar quarter 7reduced by any other credits enacted before the date of the enactment of this ,act which are allowed against such tax for such quarter7 on the wages paid with respect to the employment of all employees of the employer4 7#c7 ,refundability of excess credit 7,a7 ,in general ,if the amount of the credit under subsection 7a7 exceeds the limitation of paragraph 7#b7 for any calendar quarter1 such excess shall be treated as an overpayment that shall be refunded under sections #fdjb7;a7 and #fdac7;b7 of such ,code4 7,b7 ,treatment of payments ,for purposes of section #acbd of title #ca1 ,united ,states ,code1 any amounts due to an employer under this paragraph shall be treated in the same manner as a refund due from a credit provision referred to in subsection 7b77#b7 of such section4 7c7 ,qualified first-,year wages ,for purposes of this section1 the term qualified first-year wages means1 with respect to any employee1 wages 7as defined in section #ea7;c7 of the ,internal ,revenue ,code of #aihf1 without regard to paragraph 7#d7 thereof7 attributable to service rendered as such an employee during the #a-year period beginning with the day the individual begins work for the employer1 but only if such wages are for services provided in the news division of such employer1 including service as a reporter1 staff writer1 news producer1 or engineer4 7d7 ,qualified local media company ,for purposes of this section1 the term qualified local media company means any employer which is local media4 7e7 ,certain individuals ineligible 7#a7 ,related individuals ,rules similar to the rules of section #ea7;i77#a7 of the ,internal ,revenue ,code of #aihf shall apply for purposes of this section4 7#b7 ,nonqualifying rehires ,no wages shall be taken into account under subsection 7a7 with respect to any employee if such individual had been employed by the employer at any time prior to the hiring date of such employee and after the date of the introduction of this ,act4 7f7 ,application of certain other rules ,except as otherwise provided by the ,secretary of the ,treasury 7or the ,secretary's delegate71 rules similar to the rules of subsections 7j7 and 7k7 of section #ea and section #eb shall apply for purposes of this section4 7g7 ,special rules 7#a7 ,denial of double benefit ,for purposes of chapter #a of such ,code1 the gross income of the employer1 for the taxable year which includes the last day of any calendar quarter with respect to which a credit is allowed under this section1 shall be increased by the amount of such credit4 ,any wages taken into account in determining the credit allowed under this section shall not be taken into account for purposes of determining any other credit allowed against any tax imposed under the ,internal ,revenue ,code of #aihf4 7#b7 ,election not to have section apply ,this section shall not apply with respect to any employer for any calendar quarter if such employer elects 7at such time and in such manner as the ,secretary of the ,treasury 7or the ,secretary's delegate7 may prescribe7 not to have this section apply4 7#c7 ,certain terms ,any term used in this section which is also used in chapter #ba of such ,code 7and is not otherwise defined for purposes of this section7 shall have the same meaning as when used in such chapter4 7h7 ,regulations ,the ,secretary of the ,treasury 7or the ,secretary's delegate7 shall prescribe such regulations or other guidance as may be necessary to carry out the purposes of this section1 including-- 7#a7 regulations or other guidance to prevent the avoidance of the purposes of the limitations under this section2 7#b7 regulations or other guidance to minimize compliance and record-keeping burdens under this section2 7#c7 regulations or other guidance providing for waiver of penalties for failure to deposit amounts in anticipation of the allowance of the credit allowed under this section2 and 7#d7 regulations or other guidance for recapturing the benefit of credits determined under this section in cases where there is a subsequent adjustment to the credit determined under subsection 7a74 7i7 ,application of section ,this section shall apply only to wages paid during calendar quarters ending after the date of the enactment of this ,act and beginning before ,january #a1 #bjbb4 7j7 ,transfers to ,federal ,old-,age and ,survivors ,insurance ,trust ,fund ,there are hereby appropriated to the ,federal ,old-,age and ,survivors ,insurance ,trust ,fund and the ,federal ,disability ,insurance ,trust ,fund established under section #bja of the ,social ,security ,act 7#db ,u4,s4,c4 #dja7 amounts equal to the reduction in revenues to the ,treasury by reason of this section 7without regard to this subsection74 ,amounts appropriated by the preceding sentence shall be transferred from the general fund at such times and in such manner as to replicate to the extent possible the transfers which would have occurred to such ,trust ,fund had this section not been enacted4 #d4 ,publication of written news articles as tax-exempt purpose 7a7 ,in general ,section #eja7;c77#c7 of the ,internal ,revenue ,code of #aihf is amended by inserting or for the publication 7including electronic publication7 of written news articles by an independent or community-based written news and electronic publication1 after animals14 7b7 ,income from advertising not unrelated business taxable income ,section #eab7;a7 of the ,internal ,revenue ,code of #aihf is amended by adding at the end the following new paragraph3 7#h7 ,special rule applicable to news organizations described in section #eja7;c77#c7 ,in the case of an independent or community-based written news and electronic publication which is described in section #eja7;c77#c7 and exempt from tax under section #eja7;a71 the term unrelated business taxable income does not include any amount attributable to payments for advertisements in news publications4 4 7c7 ,expedited application ,section #ejh of the ,internal ,revenue ,code of #aihf is amended by adding at the end the following new subsection3 7g7 ,timing for approval of applications by news organizations ,in the case of an independent or community-based written news and electronic publication which is described in section #eja7;c77#c71 the ,secretary shall approve or deny such organization for recognition of #eja7;c77#c7 status not later than the date that is #ab months after notice is given under subsection 7a74 4 7d7 ,effective date ,the amendments made by this section shall apply with respect to taxable years beginning after the date of the enactment of this ,act4 #e4 ,sense of ,congress regarding the ,ready to ,learn program ,it is the sense of ,congress that the ,corporation for ,public ,broadcasting should1 to the extent possible under the agreement entered by the ,corporation for ,public ,broadcasting and the ,department of ,education under section #dfdc of the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #gbic71 provide programming to preschool1 elementary1 and secondary school children that promotes digital literacy during the period in which such children are unable to attend school due to the ,,covid-#ai pandemic4 #f4 ,definitions ,in this ,act3 7#a7 ,commission ,the term ,commission means the ,federal ,communications ,commission4 7#b7 ,local media ,the term local media means a media vehicle 7such as a newspaper1 electronic publication1 radio station1 or television station7 that-- 7,a7 primarily serves the communications needs of regional or local communities2 and 7,b7 focuses on localized issues and events4
