,services to establish1 in coordination 
with the ,director of the strategic     
national stockpile1 the ,national       
,emergency ,biodefense ,network1 and for
 other purposes4  #a4 ,short title ,this
 ,act may be cited as the ,strategic    
,national ,stockpile ,enhancement and   
,transparency ,act4  #b4 ,national      
,emergency ,biodefense ,network  7a7 ,in
 general ,part ,b of title ,,iii of the 
,public ,health ,service ,act 7#db      
,u4,s4,c4 #bdc et seq47 is amended by   
inserting after section #cai;,f-#d 7#db 
,u4,s4,c4 #bdg;d-#f;e7 the following3   
#cai;,f-#e4 ,national ,emergency        
,biodefense ,network  7a7 ,in general   
,not later than #a year after the date  

of the enactment of this section1 the   
,secretary shall establish1 in          
coordination with the strategic national
 stockpile under section #cai;,f-#b and 
the ,national ,biodefense ,science      
,board established under section #cai,m1
 a network of ,state entities to be     
known as the ,national ,emergency       
,biodefense ,network 7referred to in    
this section as the ,network7 to1 with  
respect to drugs1 vaccines and other    
biological products1 medical devices1   
and other supplies necessary for the    
emergency health security of the ,united
 ,states-- 7#a7 track the availability  
of such supplies in each ,state and in  
the strategic national stockpile2 and   
7#b7 maintain an adequate supply of such
 supplies in each ,state and in the     
strategic national stockpile4  7b7      
,network requirement ,the ,network shall
 be developed and implemented using a   
private blockchain4  7c7 ,grants to     
,states ,the ,secretary shall award     
grants to ,states to enable ,states to  

establish an entity which shall-- 7#a7  
serve as a statewide repository of the  
supplies referred to in subsection 7a72 
and  7#b7 provide for the tracking of   
the inventory and movement of such      
supplies using a private blockchain4    
7d7 ,blockchain ,in this section1 the   
term blockchain means software that uses
 a distributed digital ledger of        
cryptographically signed transactions   
that are grouped into blocks1 each of   
which-- 7#a7 is cryptographically linked
 to the previous block after validation 
and undergoing a consensus decision2 and
  7#b7 when added as a new block1 makes 
any older blocks more difficult to      
modify and is replicated across all     
copies of the ledger within the relevant
 network1 with any conflicts in such    
blocks resolved automatically using     
established rules4  7e7 ,authorization  
of appropriations ,there are authorized
