,,bill  ,to prohibit the ,secretary of  
,health and ,human ,services from taking
 certain actions with respect to        
,medicaid supplemental payments         
reporting requirements1 and for other   
purposes4  #a4 ,limitation on additional
 secretarial action with respect to     
,medicaid supplemental payments         
reporting requirements  7a7 ,in general 
,notwithstanding any other provision of 
law1 during the period that begins on   
the date of enactment of this section   
and ends the date that is #b years after
 the last day of the emergency period   
defined in paragraph 7#a77;,b7 of       
section #aace7;g7 of the ,social        
,security ,act 7#db ,u4,s4,c4           
#acbj;b-#e7;g771 the ,secretary of      

,health and ,human ,services shall not  
take any action 7through promulgation of
 regulation1 issue of regulatory        
guidance1 or otherwise7 to-- 7#a7       
finalize or otherwise implement         
provisions contained in the proposed    
rule published on ,november #ah1 #bjai1 
on pages #fcgbb through #fcghe of volume
 #hd1 ,federal ,register 7relating to   
parts #dcj1 #dcc1 #ddg1 #dee1 and #deg  
of title #db1 ,code of ,federal         
,regulations72 or  7#b7 promulgate or   
implement any rule or provision similar 
to the provisions described in paragraph
 7#a7 pertaining to the ,medicaid       
program established under title ,,xix of
 the ,social ,security ,act 7#db        
,u4,s4,c4 #acif et seq47 or the ,state  
,children's ,health ,insurance ,program 
established under title ,,xxi of such   
,act 7#db ,u4,s4,c4 #acig;aa et seq474  
7b7 ,continuation of other secretarial  
authority ,nothing in this section shall
 be construed as prohibiting the        
,secretary during the period described  

in subsection 7a7 from taking any action
 7through promulgation of regulation1   
issuance of regulatory guidance1 or     
other administrative action7 to enforce 
a provision of law in effect as of the  
date of enactment of this section with  
respect to the ,medicaid program        
established under title ,,xix of the    
,social ,security ,act 7#db ,u4,s4,c4   
#acif et seq47 or the ,state ,children's
 ,health ,insurance ,program established
 under title ,,xxi of such ,act 7#db    
,u4,s4,c4 #acig;aa et seq471 or to      
promulgate or implement a new rule or   
provision during such period with       
respect to such programs1 other than a  
rule or provision described in          
subsection 7a7 and subject to the       
prohibition set forth in that           
subsection4
