 referred to the ,committee on          
,education and ,labor1 and in addition  
to the ,committee on the ,judiciary1 for
 a period to be subsequently determined 
by the ,speaker1 in each case for       
consideration of such provisions as fall
 within the jurisdiction of the         
committee concerned  ,a ,,bill  ,to     
direct the ,attorney ,general and the   
,secretary of ,education to develop and 
implement best practices for            
occupation-specific education for school
 resource officers4  #a4 ,short title   
,this ,act may be cited as the ,school  
,watch and ,tactics ,act of #bjai4  #b4 
,development and implementation of best 
practices  7a7 ,in general ,the         
,attorney ,general1 in consultation with
 the ,secretary of ,education1 shall--  

7#a7 for the purpose of developing best 
practices for occupation-specific       
education for school resource officers1 
consult with--  7,a7 ,state educational 
agencies and local educational agencies2
  7,b7 ,state and local law enforcement 
agencies2  7,c7 school resource         
officers2  7,d7 principals and other    
school leaders2  7,e7 school safety     
experts1 including individuals with     
expertise in tactical responses to      
security concerns2 and  7,f7 any other  
stakeholders determined to be relevant  
by the ,attorney ,general2  7#b7 not    
later than one year after the date of   
the enactment of this ,act1 and based on
 the consultation carried out under     
paragraph 7#a71 develop and disseminate 
best practices for any                  
occupation-specific education for school
 resource officers1 including education 
in tactical responses to active shooter 
incidents and other security concerns2  
and  7#c7 publish the best practices    
developed under paragraph 7#b7 on a     

publicly accessible website of the      
,department of ,justice4  7b7           
,definitions ,in this section3 7#a7     
,school resource officer ,the term      
school resource officer has the meaning 
given the term in section #agji7d7 of   
the ,omnibus ,crime ,control and ,safe  
,streets ,act of #aifh 7#cd ,u4,s4,c4   
#ajchi7d774  7#b7 ,,esea ,terms ,the    
terms local educational agency1 school  
leader1 and ,state educational agency   
have the meanings given the terms in    
section #haja of the ,elementary and    
,secondary ,education ,act of #aife 7#bj
 ,u4,s4,c4 #ghja74  #c4 ,report ,not    
later than one year after the date of   
the enactment of this ,act1 the         
,attorney ,general1 in consultation with
 the ,secretary of ,education1 shall    
submit to ,congress a report that       
includes the best practices developed   
under section #b4
