following bill2 which was referred to   
the ,committee on ,armed ,services  ,a  
,,bill  ,to direct the ,secretary of    
,defense to establish an authority to   
issue permits to certain members of the 
,armed ,forces who seek to carry        
concealed firearms while on military    
installations4  #a4 ,short title ,this  
,act may be cited as the ,safe ,bases   
,act4  #b4 ,permits to carry concealed  
firearms on military installations  7a7 
,in general ,not later than one year    
after the date of the enactment of this 
,act1 the ,secretary of ,defense shall  
establish a single element of the       
,department of ,defense to issue1 upon  
request by a covered member1 a permit   
that authorizes that covered member to  
carry a concealed firearm while on any  
military installation4  7b7 ,covered    

member defined ,in this section1 the    
term covered member means a member of   
the ,armed ,forces who-- 7#a7 is not    
prohibited from purchasing1 owning1 or  
possessing a firearm under section #ibb 
of title #ah1 ,united ,states ,code2 and
  7#b7 is on active duty4
