proposed to be inserted by the amendment
 of the ,senate1 strike sections #a1 #b1
 and #c and insert the following3  ,i   
,no ,war ,against ,iran ,act  #aja4     
,short title ,this title may be cited as
 the ,no ,war ,against ,iran ,act4      
#ajb4 ,prohibition of unauthorized      
military force in or against ,iran  7a7 
,findings ,congress finds the following3
  7#a7 ,the acquisition by the          
,government of ,iran of a nuclear weapon
 would pose a grave threat to           

international peace and stability and   
the national security of the ,united    
,states and ,united ,states allies1     
including ,israel4  7#b7 ,the           
,government of ,iran is a leading state 
sponsor of terrorism1 continues to      
materially support the regime of ,bashar
 al-,assad1 and is responsible for      
ongoing gross violations of the human   
rights of the people of ,iran4  7#c7    
,article ,i of the ,united ,states      
,constitution requires the ,president to
 obtain authorization from ,congress    
before engaging in war with ,iran4  7b7 
,clarification of current law ,nothing  
in the ,authorization for ,use of       
,military ,force 7,public ,law #ajg-dj2 
#ej ,u4,s4,c4 #aeda note71 the          
,authorization for ,use of ,military    
,force ,against ,iraq ,resolution of    
#bjjb 7,public ,law #ajg-bdc2 #ej       
,u4,s4,c4 #aeda note71 or any other     
provision of law enacted before the date
 of the enactment of this ,act may be   
construed to provide authorization for  

the use of military force against ,iran4
  7c7 ,prohibition of unauthorized      
military force in or against ,iran  7#a7
 ,in ,general ,except as provided in    
paragraph 7#b71 no ,federal funds may be
 obligated or expended for any use of   
military force in or against ,iran      
unless ,congress has-- 7,a7 declared    
war2 or  7,b7 enacted specific statutory
 authorization for such use of military 
force after the date of the enactment of
 this ,act that meets the requirements  
of the ,war ,powers ,resolution 7#ej    
,u4,s4,c4 #aeda et seq474  7#b7         
,exception ,the prohibition under       
paragraph 7#a7 shall not apply to a use 
of military force that is consistent    
with section 7#b77;c7 of the ,war       
,powers ,resolution4  7d7 ,rules of     
construction ,nothing in this title may 
be construed-- 7#a7 to prevent the      
,president from using necessary and     
appropriate force to defend ,united     
,states allies and partners if ,congress
 enacts specific statutory authorization

 for such use of force consistent with  
the requirements of the ,war ,powers    
,resolution 7#ej ,u4,s4,c4 #aeda et     
seq472  7#b7 to relieve the executive   
branch of restrictions on the use of    
force1 reporting1 or consultation       
requirements set forth in the ,war      
,powers ,resolution 7#ej ,u4,s4,c4 #aeda
 et seq472 or  7#c7 to authorize the use
 of military force4  7#b7 ,in the matter
 proposed to be inserted by the         
amendment of the ,senate1 strike        
sections #d and #e and insert the       
following3 ,,ii ,repeal of              
,authorization for ,use of ,military    
,force ,against ,iraq ,resolution of    
#bjjb  #bja4 ,repeal of ,authorization  
for ,use of ,military ,force ,against   
,iraq ,resolution of #bjjb ,the         
,authorization for ,use of ,military    
,force ,against ,iraq ,resolution of
