,,bill  ,to provide for certain actions 
by the ,international ,trade            
,administration in order to increase    
exports by small- and medium-sized      
enterprises1 and for other purposes4    
#a4 ,short title ,this ,act may be cited
 as the ,boosting ,america's ,exports   
,act4  #b4 ,definitions ,in this ,act3  
7#a7 ,commercial service ,the term      
,commercial ,service means the ,united  
,states and ,foreign ,commercial        
,service of the ,department of          
,commerce4  7#b7 ,director ,general ,the
 term ,director ,general means the      
,assistant ,secretary for ,global       
,markets and ,director ,general of the  
,united ,states and ,foreign ,commercial
 ,service4  7#c7 ,small- and            

medium-sized enterprises ,the term      
small- and medium-sized enterprises or  
,s,m,es means firms with less than #ejj 
employees4  7#d7 ,under ,secretary ,the 
term ,under ,secretary means the ,under 
,secretary of ,commerce for             
,international ,trade4  7#e7 ,united    
,states ,export ,assistance ,center ,the
 term ,united ,states ,export           
,assistance ,center or ,,useac means a  
,united ,states ,export ,assistance     
,center established by the ,commercial  
,service to provide assistance to       
,united ,states firms in exporting their
 goods and services4  #c4 ,assessment of
 ,united ,states ,export ,assistance    
,centers  7a7 ,assessment ,the ,under   
,secretary shall conduct an assessment  
of the location of and services provided
 by ,united ,states ,export ,assistance 
,centers in relation to the location of 
small- and medium-sized enterprises that
 are exporters or potential exporters of
 products or services4  7b7 ,report     
7#a7 ,in general ,not later than one    

year after the date of the enactment of 
this ,act1 the ,under ,secretary shall  
submit to ,congress a report on the     
assessment conducted under subsection   
7a74  7#b7 ,matters to be included ,the 
report required under this subsection   
shall identify-- 7,a7 those locations of
 ,u,s,e,a,cs that are serving a         
comparatively high number of ,s,m,es2   
and  7,b7 other locations where         
,u,s,e,a,cs should be established4  7c7 
,implementation ,the ,under ,secretary  
shall implement the changes recommended 
in the report submitted to ,congress    
under subsection 7b7 not later than #b  
years after the date of the enactment of
 this ,act4 ,the ,under ,secretary may  
establish up to #cj new ,u,s,e,a,cs on  
the basis of the report4  #d4           
,activities of ,commercial ,service  7a7
 ,increased activities ,the ,under      
,secretary shall take the necessary     
steps1 through actions by the           
,commercial ,service1 to increase the   
exports1 by volume and types of products

 and services1 by small- and            
medium-sized enterprises4 ,in order to  
achieve that goal1 the ,director        
,general shall set goals and measure    
exports by ,s,m,es in each fiscal year1 
in particular exports by ,s,m,es that   
had not exported previously1 including  
measuring--  7#a7 the total volume of   
exports1 by product and type of         
services1 including as compared to the  
volume of such exports in the preceding 
fiscal year2  7#b7 the number of        
non-exporting ,s,m,es contacted through 
recruitment efforts of the ,commercial  
,service2  7#c7 the number of new       
,s,m,es exporting in the fiscal year2   
and  7#d7 customer service1 such as     
response times and customer             
satisfaction1 to ,s,m,es that contact   
,united ,states ,export ,assistance     
,centers1 in particular non-exporting   
,s,m,es4  7b7 ,personnel for ,u,s,e,a,cs
 ,the ,under ,secretary shall ensure    
that the following is carried out upon  
the implementation of the report        

submitted under section #c3  7#a7       
,functions of personnel ,personnel at   
each ,,useac shall identify and conduct 
outreach to potential exporters that are
 ,s,m,es1 attend relevant business      
conferences and trade shows to advertise
 the availability of the resources of   
the ,,useac to ,s,m,es1 and perform     
other tasks designed to help            
non-exporting ,s,m,es become exporters4 
7#b7 ,additional personnel ,the ,under  
,secretary shall1 in the case of        
,u,s,e,a,cs that are existing           
,u,s,e,a,cs and not new ,u,s,e,a,cs     
established on the basis of the report1 
increase the personnel at those         
,u,s,e,a,cs 7by an average of not more  
than #e for each ,,useac7 to the extent 
necessary to enhance the ability of the 
,u,s,e,a,cs1 through outreach and       
provision of services to ,s,m,es1 to    
increase exports by ,s,m,es1 in         
particular non-exporting ,s,m,es4  7#c7 
,trade specialists ,the ,director       
,general shall ensure that specialists  

in an increased number of areas are on  
the staff of ,u,s,e,a,cs in order to    
serve an increased number of ,s,m,es4   
7#d7 ,collaboration with other entities 
,the ,director ,general shall ensure    
that staff at each ,,useac is assigned  
to conduct outreach to and collaborate  
with entities of the ,states and other  
non-,federal entities with respect to   
export promotion activities designed to 
increase exports by ,s,m,es4  7#e7      
,administrative personnel ,the ,director
 ,general shall ensure that ,u,s,e,a,cs 
have personnel dedicated to             
administrative duties as needed in order
 to enable other personnel to work more 
on client-oriented tasks4  #e4 ,annual  
report to ,congress ,the ,under         
,secretary shall submit to ,congress an 
annual report on the implementation of  
this ,act1 including the actions of the 
,director ,general under section #d4
