,states ,code1 to require the ,secretary
 of the department in which the ,coast  
,guard is operating to prescribe        
additional regulations to secure the    
safety of individuals and property on   
board certain small passenger vessels1  
and for other purposes4  #a4 ,short     
title ,this ,act may be cited as the    
,small ,passenger ,vessel ,safety ,act  
of #bjai4  #b4 ,regulations for covered 
small passenger vessels ,section #ccjf  
of title #df1 ,united ,states ,code1 is 
amended-- 7#a7 in subsection 7a7--  7,a7
 in the matter preceding paragraph 7#a71
 by inserting 1 including covered small 
passenger vessels 7as defined in        

subsection 7n77#e77 after vessels       
subject to inspection2 and  7,b7 in     
paragraph 7#e71 by inserting before the 
period at the end 1 including           
rechargeable devices utilized for       
personal or commercial electronic       
equipment2 and  7#b7 by adding at the   
end the following3  7n7 ,additional     
regulations for covered small passenger 
vessels  7#a7 ,in general ,the          
,secretary shall prescribe additional   
regulations to secure the safety of     
individuals and property on board       
covered small passenger vessels4  7#b7  
,comprehensive review ,the regulations  
prescribed under paragraph 7#a7 shall   
include the provision of a comprehensive
 review of all requirements for covered 
small passenger vessels1 including      
calculations1 with respect to fire      
detection1 protection1 and suppression  
systems on board such vessels4  7#c7    
,requirements ,the regulations          
prescribed under paragraph 7#a7 shall   
include each of the following           

requirements for covered small passenger
 vessels3  7,a7 ,requirements for the   
addition of interconnected fire         
detection1 protection1 and suppression  
equipment1 including fire extinguishers1
 in all areas on board such vessels to  
which passengers have access1 including 
dining areas1 sleeping quarters1 and    
lounges4  7,b7 ,requirements to increase
 fire detection1 protection1 and        
suppression systems on board such       
vessels in unmanned areas with machinery
 or areas with other potential heat     
sources4  7,c7 ,requirements for fire   
detection1 suppression1 and control in  
all areas on board such vessels to which
 passengers have access1 including      
dining areas1 sleeping quarters1 and    
lounges4  7,d7 ,requirements for all    
such vessels to have not less than #b   
avenues of escape from all general areas
 accessible to passengers4 ,such avenues
 of escape shall be located so that if  
one avenue is not available another     
avenue may be available4  7,e7          

,requirements1 including increased      
standards1 for marine firefighting      
training programs with respect to such  
vessels to improve crewmember training  
and proficiency4 ,such programs shall-- 
7i7 include training regarding shipboard
 marine firefighting operations2 and    
7ii7 be reviewed and maintained by a    
third party contractor approved by the  
,commandant4  7,f7 ,requirements for    
handling1 storage1 and operation of     
flammable items1 such as lithium ion    
batteries1 on board such vessels4  7#d7 
,interim policies ,to the maximum extent
 practicable1 the ,secretary shall      
implement interim policies to1 prior to 
the issuance by the ,secretary of final 
regulations prescribed under paragraph  
7#a71 apply the requirements under      
paragraph 7#c7 to covered small         
passenger vessels4  7#e7 ,definition of 
covered small passenger vessel ,in this 
subsection1 the term covered small      
passenger vessel-- 7,a7 means a small   
passenger vessel that--  7i7 is less    

than #ajj gross tons as measured under  
section #adejb of this title1 or an     
alternate tonnage measured under section
 #adcjb of this title as prescribed by  
the ,secretary under section #adajd of  
this title2 and  7ii7 is carrying-- 7,i7
 for overnight domestic voyages1 not    
more than #di passengers2 and  7,,ii7   
for all other voyages1 not more than    
#aej passengers2 and  7,b7 includes any 
wooden vessel constructed prior to      
,march #aa1 #aiif1 that carries         
passengers on overnight domestic        
voyages4  4  #c4 ,safety management     
system to include all small passenger   
vessels ,title #df1 ,united ,states     
,code1 is amended-- 7#a7 in section     
#cbjb7;b7--  7,a7 by redesignating      
paragraphs 7#a7 and 7#b7 as             
subparagraphs 7,a7 and 7,b71            
respectively1 and indenting             
appropriately2  7,b7 by striking ,this  
chapter and inserting the following3    
7#a7 ,in general ,this chapter2  2 and  
7,c7 by adding at the end the following3

  7#b7 ,safety management system        
,notwithstanding any other provision in 
this chapter1 including paragraph       
7#a77;,b71 the regulations issued under 
section #cbjc1 including the safety     
management system established by such   
regulations1 shall apply to all small   
passenger vessels4  2 and  7#b7 in      
section #cbjc7;a71 by inserting         
7including1 for purposes of this        
section1 all small passenger vessels7   
after vessels to which this chapter     
applies4
