to require the ,department of ,homeland ,security to develop an engagement strategy with fusion centers1 and for other purposes41 do pass with the following ,strike out all after the enacting clause and insert3 #a4 ,short title ,this ,act may be cited as the ,,dhs ,field ,engagement ,accountability ,act4 #b4 ,engagement strategy with fusion centers ,section #baj;,a of the ,homeland ,security ,act of #bjjb 7#f ,u4,s4,c4 #abd;h7 is amended by-- 7#a7 redesignating subsections 7j7 and 7k7 as subsections 7k7 and 7l71 respectively2 and 7#b7 inserting after subsection 7i7 the following3 7j7 ,fusion center information sharing strategy ,not later than #a year after the date of the enactment of the ,,dhs ,field ,engagement ,accountability ,act1 and not less frequently than once every #e years thereafter1 the ,secretary shall develop or update a strategy for ,department engagement with fusion centers4 ,such strategy shall be developed and updated in consultation with the heads of intelligence components of the ,department1 the ,chief ,privacy ,officer1 the ,officer for ,civil ,rights and ,civil ,liberties1 officials of fusion centers1 officers designated as ,homeland ,security ,advisors1 and the heads of other relevant agencies1 as appropriate4 ,such strategy shall include the following3 7#a7 ,specific goals and objectives for sharing information and engaging with fusion centers-- 7,a7 through the direct deployment of personnel from intelligence components of the ,department2 7,b7 through the use of ,department unclassified and classified information sharing systems1 including the ,homeland ,security ,information ,network and the ,homeland ,secure ,data ,network1 or any successor systems2 and 7,c7 through any additional means4 7#b7 ,the performance metrics to be used to measure success in achieving the goals and objectives referred to in paragraph 7#a74 7#c7 ,a #e-year plan for continued engagement with fusion centers4 4 #c4 ,office of ,intelligence and ,analysis field personnel support to fusion centers 7a7 ,performance metrics ,not later than #ahj days after the date of the enactment of this ,act1 the ,under ,secretary for ,intelligence and ,analysis shall-- 7#a7 consider the effectiveness of existing processes to identify and prepare field personnel for deployment to support fusion centers and internal mechanisms to ensure oversight and accountability of such field personnel1 including field personnel assigned to one center and field personnel assigned to multiple centers2 and 7#b7 publish and disseminate performance metrics1 taking into account1 as appropriate1 regional and threat diversity1 for-- 7,a7 field personnel from the ,office of ,intelligence and ,analysis assigned to an individual fusion center2 7,b7 field personnel from the ,office of ,intelligence and ,analysis assigned to multiple fusion centers2 and 7,c7 ,regional ,directors of the ,office of ,intelligence and ,analysis to ensure accountability for monitoring all field personnel under the supervision of such ,regional ,directors4 7b7 ,training ,in consultation with the ,chief ,information ,officer1 the ,under ,secretary for ,intelligence and ,analysis shall develop and implement a formalized training module for fusion center personnel regarding the classified ,homeland ,secure ,data ,network1 or any successor system4 7c7 ,fusion center defined ,in this section1 the term fusion center has the meaning given such term in section #baj;,a7k7 of the ,homeland ,security ,act of #bjjb1 as so redesignated by section #b4 #d4 ,,dhs component usage of the ,homeland ,security ,information ,network 7a7 ,in general ,not later than #ahj days after the date of the enactment of this ,act1 the ,chief ,information ,officer1 in consultation with the ,under ,secretary for ,intelligence and ,analysis1 and in accordance with the functions and responsibilities assigned to the ,under ,secretary under title ,,ii of the ,homeland ,security ,act of #bjjb 7#f ,u4,s4,c4 #aba et seq471 shall-- 7#a7 develop policies and metrics to ensure effective use by components of the ,department of the unclassified ,homeland ,security ,information ,network 7referred to in this section as ,,hsin71 or any successor system2 and 7#b7 develop policies for posting unclassified products on ,,hsin1 or any successor system4 7b7 ,technical enhancements ,the ,chief ,information ,officer1 in consultation with the ,chief ,intelligence ,officer1 shall assess and implement1 as appropriate1 technical enhancements to ,,hsin to improve usability1 including search functionality1 data analysis1 and collaboration capabilities4 #e4 ,report ,not later than #ah months after the date of the enactment of this ,act1 the ,secretary of ,homeland ,security shall submit a report to the ,committee on ,homeland ,security and ,governmental ,affairs of the ,senate1 the ,select ,committee on ,intelligence of the ,senate1 the ,committee on ,homeland ,security of the ,house of ,representatives1 and the ,permanent ,select ,committee on ,intelligence of the ,house of ,representatives that describes the implementation of-- 7#a7 the fusion center information sharing strategy required under section #baj;,a7j7 of the ,homeland ,security ,act of #bjjb1 as added by section #b1 based on performance metrics developed pursuant to such strategy2 7#b7 the deployment of field personnel to fusion centers 7as such term is defined in section #baj;,a of the ,homeland ,security ,act of #bjjb 7#f ,u4,s4,c4 #abd;h771 in accordance with section #c1 based on performance metrics developed pursuant to such section2 and 7#c7 policies that seek to ensure the effective use of the ,homeland ,security ,information ,network1 in accordance with section #d1 based on the metrics developed pursuant to such section4 ,secretary
