of ,federal funds to facilitate ,russian
 participation in ,g#g or reconstituted 
,g#h meetings1 and for other purposes4  
#a4 ,short title ,this ,act may be cited
 as the ,no ,russia in ,g#g ,act4  #b4  
,findings ,congress finds the following3
  7#a7 ,the ,group of ,seven1 or ,g#g1  
is a group of the seven largest advanced
 economies in the world and includes    
,canada1 ,france1 ,germany1 ,italy1     
,japan1 the ,united ,kingdom1 and the   
,united ,states1 with the ,european     
,union as an observer4  7#b7 ,the ,g#g  
countries are all democracies and       
focused on strengthening democratic     
governance globally4  7#c7 ,in #aiig1   
the ,g#g invited the ,russian           

,federation to join the group1 in       
recognition of the ,russian political   
and economic reforms underway at that   
time4  7#d7 ,in #bjad1 ,russia invaded  
,ukraine and illegally occupied ,crimea4
  7#e7 ,in the aftermath of this        
aggression1 the ,g#h decided to suspend 
,russia's membership1 issuing a         
statement labeling ,russia's invasion a 
violation of international law that     
could have grave implications for the   
legal order that protects unity and     
sovereignty of all states4  7#f7 ,in the
 wake of ,russia's suspension1 the      
remaining countries reconstituted       
themselves as the ,g#g4  7#g7 ,since    
#bjad1 ,russia has repeatedly interfered
 in democratic elections in ,g#g        
countries1 including the #bjaf ,united  
,states presidential election1 and      
continues to conduct disinformation and 
covert influence campaigns against many 
of the ,g#g countries4  7#h7 ,in ,june  
#bjah1 the ,g#g created the ,g#g ,rapid 
,response ,mechanism1 with the mandate  

to identify and respond to diverse and  
evolving threats to our democracies4    
7#i7 ,then-,director of ,national       
,intelligence1 ,dan ,coats1 testified   
before ,congress on ,january #bi1 #bjai1
 that ,russia is stepping up its        
campaign to divide ,western political   
and security institutions0 and 8we      
expect ,russia will continue to wage its
 information war against democracies and
 to use social media to attempt to      
divide our societies4  7#aj7 ,russia    
continues to flout the ,minsk agreements
 by directly leading and indirectly     
supporting separatist forces in         
,ukraine4  7#aa7 ,russia continues to   
make attempts to tighten its hold on    
,crimea by further militarizing the     
territory and offering ,russian         
passports to its residents4  7#ab7      
,russia continues to illegally occupy   
,crimea and has stepped up its          
aggressive acts against ,ukraine4  7#ac7
 ,despite this behavior1 ,president     
,trump continues to advocate for an end 

to ,russia's suspension from the ,g#g   
with no preconditions4  #c4 ,sense of   
,congress ,it is the sense of ,congress 
that--  7#a7 the ,russian ,federation   
must end its occupation of ,ukraine and 
cease its malign activities against ,g#g
 nations as preconditions for           
readmission into a reconstituted ,g#h2  
and  7#b7 no official representatives of
 the ,united ,states ,government1       
including the ,president of the ,united 
,states1 should use the power of their  
office to advocate for ,russia's        
readmission into a reconstituted ,g#h   
unless ,russia meets the conditions     
described in section #d7;b74  #d4       
,prohibition on the use of ,federal     
funds to facilitate ,russian            
participation  7a7 ,prohibition         
,notwithstanding any other provision of 
law1 no ,federal funds may be           
appropriated or otherwise made available
 for any action supporting or           
facilitating-- 7#a7 the participation of
 ,russia in a ,group of ,seven          

proceeding2 or  7#b7 the reconstitution 
of the ,group of ,eight to include      
,russia4  7b7 ,termination ,the         
prohibition under subsection 7a7 shall  
terminate on the date that is #cj days  
after the date on which the ,secretary  
of ,state certifies to the ,committee on
 ,foreign ,affairs of the ,house of     
,representatives and the ,committee on  
,foreign ,relations of the ,senate      
that--  7#a7 the ,government of the     
,russian ,federation1 and all persons   
acting as an agent of or otherwise on   
behalf of such ,government1 has halted  
all interference in ,united ,states     
elections2  7#b7 such ,government has   
ended its illegal occupation of the     
,ukranian territory of ,crimea and is   
fully implementing its commitments under
 the ,minsk agreements with respect to  
eastern ,ukraine2 and  7#c7 such        
,government is taking affirmative steps 
to cease its campaign to divide ,western
 economic1 political1 and security      
institutions1 particularly those        

institutions of which ,g#g countries are
 members4  7c7 ,group of ,seven defined 
,in this ,act1 the term ,group of ,seven
 or ,g#g means the organization of      
leading economies commonly known as the 
,g#g that includes ,canada1 ,france1    
,germany1 ,italy1 ,japan1 the ,united   
,kingdom1 and the ,united ,states as    
members1 with the ,european ,union as an
 observer4
